2 <br /> The grant has a two part approval process. In Part "A"; due February 24th, the application must <br /> verify it has approval from the elected board for making the submission and that it will meet the <br /> obligations as stipulated. <br /> FINANCIAL IMPACT: The grant requires a 25% match ($25,000). Orange County, as the <br /> applicant on behalf of Orange County and Durham County, would provide the matching funds <br /> from previously-appropriated funds for this project. Durham County, as per an interlocal <br /> agreement, will reimburse Orange County for 50% of the match ($12,500). The Board approved <br /> $165,500 in the current FY 2016-17 budget for this and other improvements. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br /> ethnic background; age; military service; disability; and familial, residential or economic <br /> status. <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of <br /> environmental laws, regulations, policies, and decisions. Fair treatment means that no <br /> group of people should bear a disproportionate share of the negative environmental <br /> consequences resulting from industrial, governmental and commercial operations or <br /> policies. <br /> RECOMMENDATION(S): The Manager recommends that the Board authorize the submittal of <br /> the Recreational Trails Program (RTP) grant, and approves the use of $25,000 from current <br /> Hollow Rock Nature Park capital funds as a match for the grant, with 50% being reimbursed by <br /> Durham County (contingent upon the Durham Board of Commissioners' approval). <br />
