CQA was implemented during <br /> construction of the 8.5-acre landfill cell. This work was <br /> completed as of December 2000 and included bid assistance, <br /> contract addenda, bid review, recommendations regarding award, <br /> review of contractor submittals, resident engineering, <br /> r construction oversight, and preparation of a certification report to <br /> the VDEQ. Oversight also included an active LFG collection <br /> IT system providing fuel to a three MW power plants. The system <br /> construction was completed in the summer of 1998. SCS <br /> currently provides NSPS monitoring, reporting, and collection <br /> system O&M services. <br /> Closure Plans. Included technical operations and cost evaluations <br /> of alternative cover systems for the areas of the landfill where <br /> overfilling will occur in the near future and in the long term. SCS <br /> .. I• prepared written closure/post-closure plans and construction bid <br /> 404„L documents for landfill closure. <br /> Landfill Gas Services. Included design and construction oversight <br /> I of their initial and expanded LFG collection system, Title V <br /> permitting, air emissions monitoring and reporting, consulting <br /> services pertaining to LFG utilization, LFG migration control <br /> tasks, and ongoing field repair work to the collection system. <br /> Work was performed in accordance with the New Source <br /> Performance Standards (NSPS) and Virginia's Emissions <br /> Standards for Municipal Solid Waste Landfill (Rule 4-43), SCS <br /> Field Services (SCS-FS) has performed emergency repairs and <br /> several expansions to the LFG system. <br /> Collection and Control System. The LFG collection and control <br /> system was constructed on a fast track schedule and completed <br /> __ prior to the Section 29 Tax Credit Deadline. The collection <br /> a : system is currently operated and maintained by SCS-FS under <br /> _ 1 contract to the LFG developer. Tasks performed are summarized <br /> ' below: <br /> a <br /> --_A I LFG Utilization for Useful Purpose. Designed a LFG utilization <br /> --a ' - project to fuel heat buildings and fuel animal incinerator. Use <br /> of LFG in animal incinerator is the first in the US. Currently <br /> the system is operated by the County. <br /> Groundwater Monitoring and Consulting.
