68 <br /> Frederick County, Virginia SCS ENGINEERS <br /> closure construction Bid Documents to install the initial phase of the active LFG collection <br /> system. SCS also prepared design documents for a LFG blower/flare station and the <br /> interim LFG piping and condensate management features. <br /> • Provided engineering services necessary to address construction-related issues during <br /> installation of the initial phase of the active LFG collection system. SCS also assisted the <br /> County with CQA and resident engineering tasks during the blower/flare station bidding <br /> process, construction activities, system start-up, and initial balancing. <br /> Landfill Gas-to-Energy - Evaluated the feasibility of converting existing maintenance building <br /> heaters from propane fuel source to LFG. Prepared construction drawings and specifications <br /> and provided construction oversight/start-up services for the County's LFG-to-Energy project. <br /> LFG Permitting and Air Compliance Services <br /> • Prepared NMOC emissions estimate under Tier 1. SCS conducted Method 25C <br /> sampling and analysis and prepared a Tier 2 NMOC Emissions Rate Report to present <br /> the Tier 2 sampling, analysis, and revised NMOC emissions estimate. <br /> • Prepared the Air Operating (Part 70) Permit Application required by Title V of the <br /> 1990 Clean Air Act Amendments. The permit application addressed the applicable air <br /> pollution regulations that affect both the entire facility (these regulations are referred <br /> to as "facility-wide") and individual pollution sources. Prepared the Title V modification <br /> and permit renewal documentation. <br /> • Prepared the necessary documentation to apply for a minor New Source Review (NSR) <br /> air permit for construction of the LFG utility flare. <br /> Leachate Recirculation Engineering <br /> • Designed a system (including bid documents) to recirculate 100,000 gallons per day of <br /> leachate into a 5-acre portion of their landfill consisting of a pump station, a 3" force main <br /> about 4,500 feet long, an injection field, and flow metering equipment. Prepared an O&M <br /> manual <br /> • Prepared documentation (including HELP model/slope stability calculations) necessary to <br /> amend the facility's solid waste permit. <br /> • Constructed leachate injection field (SCS-FS) <br /> • Prepared, submitted and received VDEQ approval of the first RD&D Application for <br /> recirculation of leachate over an alternative bottom liner in Virginia. <br /> Landfill Expansion, Cell Construction, Permit Amendments, and Closures <br /> • Construction bid documents (plans and specifications) for MSW and CDD Landfill cells. <br /> • Major permit amendment to modify bottom liner system from a standard "Subtitle D" <br /> bottom liner system to alternate bottom liner system (HDPE geomembrane and a <br /> geosynthetic clay liner (GCL) over a prepared subgrade). <br /> • Grading and sediment control plans. <br /> • Review shop drawings, periodic inspections and answering questions. <br /> • Geomembrane liner construction permit amendment. <br /> Project Profile <br />
