The permitted waste disposal area is
217 acres and the Phase I area involves a vertical and lateral
Contact expansion. The landfill is subject to NSPS, Title V, and MACT
Bruce Coble for MSW landfills and a landfill gas (LFG) collection and
Manager of Landfill Operations control system has been in operation since 1988.
804.748.5823
Engineering Design, Permitting, and Review. Initially SCS
Contract Amount was retained by Chesterfield County to provide an independent,
third party review of Part A and Part B permit application
> $1,000,000 documents (prepared by others) for expansion of the sanitary
Highlights landfill. The expansion area included an existing granite quarry
(during the first phase continues operating simultaneously with
✓Landfill Design landfilling activities). Once mining activities cease, the quarry
✓Design Documents Third-Party will be lined then filled with refuse during the second phase.
Review
✓Solid Waste Permit Amendments SCS reviewed documents for compliance with the Conditional
✓Air Permit Documents Use Permit as well as County and Virginia Solid Waste
✓LFG Collection System Management Regulations, provided written technical
Modifications
✓ Polluant Emission Inventories comments, and coordinated with VDEQ reviewers, design
✓NSPS,Title V, NSR,MACT engineer and the Facility. SCS reviewed geologic and
Compliance hydrogeological information, quarry blasting plans, odor
✓Solid Waste Mgmt. Plan Review management plan, and attended several public hearings
✓Control Device Performance Tests
✓Construction Engineering Services assembled before the County Board of Supervisors to answer
✓Odor Monitoring questions regarding the expansion. The Facility was issued an
✓LFG Sampling and Analysis amended Solid Waste Permit in 1999.
✓Traffic Impact Study
✓Noise Management Plan Solid Waste Permit Amendment. SCS was later retained by
Shoosmith Bros. to amend the Solid Waste Permit in order to
reconfigure the waste disposal limits, make improvements to
the landfill design, and facilitate a sequence of construction for
developing and operating the landfill that will improve
coordination with the current and future quarry operations. This
work included preparation of Part A and Part B application
documents for a major amendment addressing reconfiguration
of cell limits, base grades, final grades, alternate liner
configuration, leachate management system modifications,
• 2 ; changes to the groundwater monitoring network, and related
44.1_ ; ;- :4• R: redesign efforts. This project also involved wetlands
considerations, airspace calculations and life expectancy, and
incorporation of technological advances for solid waste
management facility construction, operation, and monitoring,
such as updates to the geosynthetic material specifications.
