64 <br /> SCS ENGINEERS <br /> Solid Waste Collections and Disposal Options Evaluation ; <br /> Collections Routing & Technology Study; <br /> Transfer Station and Recycling Program RFP <br /> Chapel Hill , NC <br /> Client SCS was engaged to conduct a comprehensive review of the <br /> Town of Chapel Hill, NC Town's solid waste collections and disposal systems, and to <br /> Contact evaluate and identify options for enhancing and improving <br /> Ms.Wendy Simmons these systems to assist the Town's solid waste management <br /> Solid Waste Superintendent planning efforts in light of immediate and future regional solid <br /> Town of Chapel Hill waste management challenges, including the proposed closure <br /> Department of Public Works of the Orange County Regional Landfill anticipated in 2013. <br /> 6850 Millhouse Road <br /> Chapel Hill, NC 27516 The objective of this assignment was to provide Town Council <br /> (919) 969-5123 and administrative staff with critical information and technical <br /> Contract Amount tools necessary to make strategic decisions pursuant to these <br /> >$250,000 recognized solid waste management challenges in the best <br /> interest of the Town. <br /> Dates — 2016 SCS completed the following major <br /> tasks: <br /> Key Personnel • Review and Document Current <br /> Robert Gardner, PE, BCEE <br /> Bob Dick, PE Solid Waste Collections and <br /> Marc Rogoff, Ph.D. Disposal Systems <br /> Stacey Demers, LEED AP • Evaluate Solid Waste Collections Options <br /> Ryan Duckett, EIT <br /> Kevin Callen, ROC • Evaluate Solid Waste Disposal Options <br /> • Evaluate Waste-to-Energy/Waste Conversion <br /> Technologies <br /> Highlights <br /> A comprehensive Pro Forma Model was developed to help <br /> ✓Solid Waste Planning assess the relative economic advantages of the City over the 20 <br /> ✓Recycling Analysis year planning horizon of building a new transfer station and <br /> ✓Collections Routing direct haul to an out-of-county landfill or transfer station, direct <br /> ✓Collections Technologies haul to an out-of-county landfill or transfer station, enhanced <br /> ✓Pay As You Throw(PAYT) recycling, constructing an alternative waste conversion facility, <br /> ✓Recycling RFP and making changes to the City's waste collection to optimize <br /> ✓Economic Analysis and Financial waste reduction and collection costs. <br /> Modeling <br /> ✓Transfer Station Analysis SCS made several presentations to the Town Council during the <br /> ✓Transfer Station RFP study and presented the final formal recommendations. The <br /> ✓Disposal Analysis recommendations addressed residential collection service, <br /> ✓Waste-to-Energy and Waste equipment changes and upgrades, recycling, yard waste <br /> Conversion Feasibility management, organics diversion, pay-as-you-throw, <br /> commercial collection, multi-family collection, waste <br /> conversion, and short-term and long-term disposal options. <br /> Follow-up assignments included a waste collection routing and <br /> technology study and assistance related to issuance of an RFP <br /> for implementation of a recycling program and transfer station. <br /> Project Profile <br />
