Steve has experience in solid and hazardous waste management, <br /> environmental engineering, civil engineering, hydrology and hydraulics, landfill engineering, <br /> remedial design, and regulatory compliance. He has managed over 400 solid waste projects for <br /> design, permitting, and construction quality assurance (CQA)activities and he is well-versed in <br /> North Carolina's regulatory requirements and operating practices. <br /> James Law, PE has over 28 years of experience in geotechnical engineering related to subsurface <br /> site investigations, highway and building foundation evaluations, and various design aspects of <br /> landfill facilities including CQA and resident/construction engineering services. He has <br /> successfully completed slope stability analyses for new cell designs, closure projects, failed <br /> slopes, and other specialty facility designs and alternative liner and leachate collection system <br /> demonstrations. He has conducted material interface friction angle studies for various <br /> geosynthetic and geocomposite liner designs, and overseen the CQA of various liner <br /> installations. He is the past Chairman of the ASCE national Capital Section, Geotechnical <br /> Committee. James developed the geotechnical drilling/testing program and performed the slope <br /> stability analyses for the Duke Lee Steam Station CCP Landfill design. <br /> Charles W. Ralston provides SCS with 18 years of experience in landfill gas (LFG) operation, <br /> monitoring, and maintenance (OM&M). Based out of Raleigh, he currently works on active <br /> landfill sites in the Carolinas, involving activities such as routine testing, monitoring, <br /> maintenance, and repair of LFG collection headers and extraction wells, and installation and <br /> startup of blower/flare systems. Mr. Ralston's LFG experience includes routine operation and <br /> maintenance (O&M), extraction well monitoring, collection header line trenching and placement <br /> (both PVC and HDPE), and installation and startup of blowers, flares, pumps, and compressors. <br /> His work also involves construction of expanded systems, and repair and renovation of existing <br /> systems. As a Superintendent, he provides support in regulatory compliance and participates in <br /> the company's Health and Safety awareness and implementation program. <br /> Jennifer S. Robb is a Project Manager with the Solid Waste Services Division in SCS' Reston, <br /> office and serves as SCS's Groundwater Technical Advisor for the mid-Atlantic region. Her <br /> work efforts since joining SCS in 2001 have focused on providing support to over 40 landfills in <br /> the area of groundwater permitting, monitoring, and remediation services and other <br /> environmental service projects. She has represented clients in front of regulators and has <br /> provided litigation support to attorneys on behalf of her clients. <br /> Marc Rogoff, PhD, PE is a Project Director in SCS' Tampa, Florida office and a nationally <br /> recognized expert in the procurement and operations of solid waste collection, recycling and <br /> materials recovery programs and facilities, and the economic feasibility of solid waste systems. <br /> With more than 25 years of experience in solid waste management as a public agency manager <br /> and consultant, he has managed more than 400 assignments throughout the U.S. on all facets of <br /> solid waste management.
