<br /> Bob Dick, PE, BCEE will serve as Program Manager and will be the primary point of contact for
<br /> the County. He joined SCS in 1990 and is a Vice President responsible for SCS' operations in
<br /> the Richmond, Virginia office. Bob will serve as Task Manager for landfill gas management and
<br /> economic planning/forecasting assignments. Mr. Dick has nearly 20 years of experience
<br /> providing landfill gas management services at the Hanes Mill Road Solid Waste Facility. He has
<br /> performed landfill and landfill gas engineering projects (design, permitting, and construction) in
<br /> more than 15 states and several foreign countries. He has worked on over 30 major landfill
<br /> multi-task assignments involving new landfill cell construction, vertical and lateral expansion,
<br /> closure, post-closure care, groundwater monitoring, phasing operations, and financial assurance,
<br /> and has performed over 200 landfill gas projects involving landfill gas migration control, odor
<br /> control, emissions control and Clean Air Act compliance, energy recovery/utilization, and carbon
<br /> credit monetization. His solid waste planning and facility projects have involved residential and
<br /> commercial collections and recycling programs and material recovery facility design, permitting,
<br /> construction, and operations consulting. Other project assignments have involved work related
<br /> to air permitting at industrial facilities, stormwater management, storage tanks, brownfields
<br /> projects, and wetlands.
<br /> Brent Dieleman is a Senior Project Professional SCS Engineer's Sustainable Materials
<br /> Management Division in Reston, Virginia. Project activities include field sampling, technical
<br /> assistance, program analysis, program and industry research, consensus building, partnership
<br /> advancement, data analysis, plan development, and database management. Mr. Dieleman has 13
<br /> years of experience in the solid waste and energy field.
<br /> Ryan Duckett is responsible for Sustainable Materials Management, Solid Waste Facilities and
<br /> Municipal Planning related projects in the SCS Richmond, VA office. He also supports
<br /> environmental engineering projects related to permitting, compliance, regulatory reporting,
<br /> landfill gas modeling, landfill and landfill gas system construction quality assurance (CQA), and
<br /> pollutant emission inventories at solid waste management facilities. Mr. Duckett has assumed
<br /> responsibilities for projects involving solid waste strategic planning, material
<br /> collection/transportation optimization, waste characterization, economic analyses, and program
<br /> evaluation.
<br /> Albert Glenn, PE is a civil engineer with more than 19 years of professional engineering
<br /> experience in solid waste, water, wastewater and civil/sitework. Mr. Glenn's career has focused
<br /> on solid waste management and landfill gas engineering. His experience includes project
<br /> management, planning, regulatory liaison, federal and state permitting, construction quality
<br /> assurance and quality control, new and closure landfill design, transfer station and convenience
<br /> center design, development of construction packages, and construction administration for the
