44 <br /> Orange County, NC RFQ 5225 SCS ENGINEERS <br /> Groundwater, Surface Water, and Leachate Sampling and Studies <br /> SCS has many years of experience working with regulatory staff regarding groundwater <br /> monitoring programs at landfills in North Carolina and throughout the mid-Atlantic region. We <br /> provide water-related sampling and consulting services in the following areas: <br /> Site Assessments: Monitoring well design/installation; pump tests, slug test, aquifer <br /> characterization <br /> Sampling and Analysis:Field sample collection and laboratory analysis; dedicated sampling <br /> equipment procurement and installation; groundwater monitoring plans <br /> Statistics and Data Analysis: Quality assurance/quality control review of laboratory data; EPA <br /> approved statistical analysis procedures - comparison to background concentrations or regulatory <br /> limits; graphical analysis including time series, box plots, control charts; well organized and easy- <br /> to-read reporting formats <br /> Regulatory Support:Assistance with local, state or federal regulatory agencies; permit <br /> amendments, variance petitions, negotiations; Alternate Source Demonstrations; public hearings, <br /> meetings, citizens groups <br /> SCS hosts annual groundwater training seminars and our staff frequently serve as instructors for <br /> state and national SWANA-sponsored training sessions addressing groundwater regulatory <br /> compliance. SCS has negotiated with NCDEQ at several landfill sites to obtain a variance to <br /> monitoring requirements. In several projects, contaminants have been detected in wells that did <br /> not appear to be caused by a release from the buried waste. SCS has assisted these owners with <br /> preparation of an Alternate Source Demonstration(ASD). Following the exceedance of a <br /> Groundwater Protection Standard(GPS), SCS will delineate the nature and extent of impacted <br /> groundwater and develop a Nature and Extent Study(NES). Combined with the NES, SCS has <br /> experience developing an Assessment of Corrective Measures (ACM)to evaluate potential <br /> remedies for groundwater impacts. For several facilities, SCS has presented a Corrective Action <br /> Plan(CAP) outlining the selected remedies to remediate groundwater in order to achieve the <br /> GPS at the facility boundary. <br /> SCS designs and helps implement simple, effective approaches to preventing and controlling <br /> erosion, sediment, and contaminant discharges from new construction and established facilities. <br /> We also sample and analyze storm water discharges to confirm compliance with government <br /> regulations, and perform routine audits to evaluate compliance with facility Storm Water <br /> Pollution Prevention Plans (SWPPPs). SCS has prepared the SPPP required by the VPDES <br /> General Permit for Stormwater Discharges Associated with Industrial Activity to outline the <br /> primary objectives for storm water management at a landfill or other solid waste management <br /> facility. <br /> 23 <br />
