41 <br /> Orange County, NC RFQ 5225 SCS ENGINEERS <br /> SCS is very familiar with NCDEQ LFG and air emission regulations from regular <br /> communication with NCDEQ personnel, attendance at state briefings, presentations at local <br /> conferences, participation in SWANA events, and SCS LFG work with landfill owners <br /> throughout North Carolina, including City of Winston-Salem, Wake County, City of Greensboro, <br /> Mecklenburg County, Catawba County, Republic Services, Inc., and Waste Connections. <br /> SCS has earned an international reputation in this specialty area, and is one of a handful of <br /> consulting firms in North America with a track record in LFG management. Billions of dollars' <br /> worth of property are protected by LFG control systems engineered, built, and/or operated by <br /> SCS. Landfill air emissions and permitting is a specialized area of expertise for SCS. We have <br /> performed NSPS and Emission Guidelines (EG)projects at over 200 landfill sites. <br /> Previous SCS LFG projects have included odor control investigations, recovery feasibility <br /> studies, LFG emission and migration monitoring and control system design, LFG recovery <br /> system design and construction, LFG modeling, and technical and outreach support to the <br /> USEPA on LFG issues. SCS has worked in some capacity on over 175 operating LFG utilization <br /> projects in the U.S. SCS was selected to serve the U.S. Environmental Protection Agency as the <br /> Agency's chief technical support contractor for LFG through the Landfill Methane Outreach <br /> Program. <br /> Clean Air Act Regulations <br /> SCS engineers, scientists and field personnel understand the <br /> requirements of regulations governing landfill air emissions, <br /> including the U.S. Clean Air Act and NSPS. These regulations <br /> require LFG emissions tier modeling, gas testing, and extensive <br /> recordkeeping and reporting at landfill sites. These regulations <br /> require development of GHG Monitoring Plans, ongoing GHG monitoring and recordkeeping, <br /> facility registration using the USEPA Electronic Greenhouse Gas Reporting Tool (e-GGRT), as <br /> well as preparation of GHG emission inventories and annual reporting of the GHG emissions. <br /> SCS serves as the designated Agent at hundreds of landfills throughout the US and in this <br /> 20 <br />
