33 <br /> Orange County, NC RFQ 5225 SCS ENGINEERS <br /> Solid Waste Program Planning and Management <br /> SCS has developed solid waste management plans for numerous private, county, and other <br /> municipal clients throughout the country. Typical assignments have included estimating <br /> composition and quantity of solid waste, facility needs, siting requirements, analysis of <br /> alternatives, and recommending short and long-term management strategies. SCS understands <br /> how the elements of an integrated solid waste management system function and how they <br /> interact. SCS completed a comprehensive review of solid waste collection and disposal options <br /> for the Town of Chapel Hill,North Carolina in October 2012. <br /> SCS has conducted some of the largest solid waste composition studies in the United States, <br /> including the City of New York; Fairfax County, Virginia; Hillsborough County, Florida; and <br /> Washington, D.C. SCS has also conducted five waste characterization studies for Orange <br /> County and the Town of Chapel Hill beginning in 1990 and completed numerous waste <br /> characterization studies for Wake County and several other North Carolina municipalities over <br /> the past five years. <br /> Recycling Programs <br /> There is a science to managing recycling programs. Collection and transfer processes may be <br /> operating inefficiently, causing more headaches and costing more money than they should. SCS <br /> has met these and other solid waste management challenges by designing and implementing <br /> recycling programs through innovative, yet practical, applications and with clear, fiscal <br /> responsibility. Our aim is to create practical solutions within a client's time and budgetary <br /> constraints. Based on this foundation, we understand how to balance the often conflicting <br /> technical, financial, institutional, and regulatory issues inherent in developing recycling <br /> programs. <br /> Our Recycling Services include: design and implementation of diversion programs; waste <br /> characterizations and generations studies; solid waste management plans; education and <br /> outreach; program monitoring and evaluation; grant writing and administration; promotional <br /> material and brochure design; equipment recommendations; and, program recognition through <br /> awards and media articles. <br /> Fleet Management and Collection Services <br /> SCS has performed evaluations of waste collection programs and developed detailed route sheets <br /> and route design, itemized fleet upgrade specifications, and analyzed the need for additional <br /> convenience sites or transfer stations. These studies often result in establishment of recycling, <br /> source reduction, and other targeted waste stream programs to reduce disposal costs and comply <br /> with recycling goals. <br /> 12 <br />
