25 <br /> Orange County, NC RFQ 5225 SCS ENGINEERS <br /> SCS has historically performed Orange County's waste stream characterization study every five <br /> years starting in 1990. Recently in May 2016, the County retained SCS to perform a financial <br /> analysis and rate study to examine the current Solid Waste Program Fee of$107 assessed to each <br /> improved property in the County in the context of current and projected Solid Waste <br /> Management Department budgets. SCS also reviewed and analyzed Orange County's programs <br /> and operations for efficiency. In addition to performing this financial planning assignment for <br /> Orange County, SCS has performed the full range of consulting services for a wide range of <br /> solid waste programs, including rate studies, financial assurance cost estimates, financial pro <br /> forma modeling, Pay-As-You-Throw(PAYT)program evaluations, recycling program funding <br /> and market studies, escrow account analyses, and tipping fee analyses. <br /> Our staff has the ability to offer an independent evaluation of solid waste rates and charges that <br /> will allow municipal solid waste departments to meet their financial obligations, capital funding <br /> needs for system expansion, renewal and replacements, and to set aside appropriate reserve fund <br /> balances. Our financial consulting experts have assisted more than 100 clients in the <br /> development of solutions for administering solid waste and recycling programs resulting in <br /> financial stability. By crafting innovative solutions to our client's problems, we have made <br /> formal and information presentations to county commissions, city councils, authority boards, and <br /> citizen's advisory boards to gain acceptance of proposed new or revised rate and financial <br /> recommendations. <br /> Solid Waste and Sustainable Materials Management Facilities <br /> Engineering and Construction <br /> Specific topics and subject areas that are identified in the RFQ and fall under SCS' solid waste <br /> and sustainable materials management facilities engineering and construction practice include <br /> Landfill Gas Management and Recovery, Geotechnical Engineering, Landfill Redevelopment, <br /> Facilities Planning and Design, Master Planning and Permitting, and Quality Assurance/Quality <br /> Control. Typical and anticipated possible projects/functions include, design of recycling/solid <br /> waste convenience centers/drop-off sites, facility permit amendments, design and permitting of a <br /> transfer station/MRF facility, and C&D Landfill Phase II design and permitting. <br /> SCS is familiar with the current and former landfill facilities located in the vicinity of Eubanks <br /> Road in Orange County. SCS understands the sensitivity of the issues surrounding the Orange <br /> County Landfill and is familiar with its background and reasons for its closure in 2013. SCS is <br /> aware of the County's previous efforts to site a transfer station in the Eubanks Road area, <br /> ultimately resulting in the current arrangement of transporting County solid waste to the City of <br /> Durham Transfer Station. SCS understands that a local, full-scale, County-owned transfer <br /> station/materials handling facility would give increased autonomy to Department operations and <br /> help the County achieve its waste reduction goals. <br /> 4 <br />
