24 <br /> Orange County, NC RFQ 5225 SCS ENGINEERS <br /> In the RFQ, Orange County identified a variety of potential engineering/consulting tasks and <br /> assignments that may be requested by the Department during the contract term. The RFQ also <br /> included a diverse listing of solid waste and recycling related topics and operational subject areas <br /> for which the Department may request assistance from the selected firm(s). For purposes of <br /> demonstrating SCS' qualifications and experience in the field of solid waste and sustainable <br /> materials management, we have grouped the listed services, topics, and subjects into the <br /> following three categories and have outlined our understanding of the status and"big-picture" <br /> themes for Orange County. <br /> UNDERSTANDING OF PROJECT ACTIVITIES <br /> In accordance with the RFQ, our Statement of Qualifications focuses on describing our firm's <br /> qualifications as well as the experience and expertise of our technical staff in the areas of solid <br /> waste and sustainable materials management consulting (planning, studies, assessments, etc.), <br /> solid waste and sustainable materials management facilities engineering and construction <br /> (collection centers, landfills, transfer stations, materials recovery facilities, etc.), and <br /> environmental monitoring and reporting (landfill gas, groundwater, stormwater, regulatory <br /> compliance, etc.). The information outlined herein presents our capabilities to perform the <br /> projects/functions listed in the RFQ. <br /> Solid Waste and Sustainable Materials Management Consulting <br /> Specific topics and subject areas that are identified in the RFQ and fall under SCS' solid waste <br /> and sustainable materials management consulting practice include Composting & Organics <br /> Management, Waste Stream Analysis and Minimization, Solid Waste Strategic Planning, <br /> Construction and Demolition Debris Recycling, Waste and Recyclables Collection, Materials <br /> Handling and Recovery, Alternative/Emerging Technologies Assessment, Rate Studies, Risk <br /> Assessment, and Cost Estimating. Typical and anticipated possible projects/functions include th <br /> permitting of land clearing debris processing and treatment facilities/compost facilities, transfer <br /> station preliminary site assessment and feasibility/needs assessment, and evaluation of sites for a <br /> transfer station, material recovery facility and/or other waste management facility <br /> Many of the subjects/topics concerned in the RFQ reflect aspects of Orange County's robust <br /> recycling and waste reduction program. SCS' Sustainable Materials Management(SMM) <br /> practice, which includes a diverse array of engineering and consulting assignments related to <br /> solid waste and recyclable materials management projects, has already benefited the County <br /> through SCS' previous work with Department. Our SMM practice encompasses work related to <br /> solid waste planning, recycling programs, residential and commercial collections, transfer <br /> stations, composting, materials recovery facilities (MRFs), waste characterizations, alternative <br /> disposal technologies, and much more. SCS understands the importance of waste reduction and <br /> recycling to the County, and is prepared to help the County achieve its goals related to solid <br /> waste and recyclable materials. <br /> 3 <br />
