Statement of Qualifications <br /> PURPOSE: To approve a new agreement for general engineering and environmental services <br /> between the Orange County Solid Waste Management Department and SCS Engineers (SCS) of <br /> Midlothian, Virginia for consulting services for a five (5) year period. <br /> BACKGROUND: The Solid Waste Department has an on-going need for consulting and <br /> environmental services for work that goes beyond the Department's staff capacities. The <br /> Department's existing engineering consulting contracts are about to expire, so Request for <br /> Qualifications (RFQ) number 5225 was issued to solicit qualifications from consulting firms with <br /> experience in the solid waste field. <br /> Statements of Qualification were received from eight (8) firms on December 7, 2016 and were <br /> reviewed by a departmental staff team pursuant to review criteria included in the Request for <br /> Qualifications. <br /> SCS is currently working with the Department on a financial study of the Enterprise Fund and on <br /> assessing alternative waste disposal options. The Department has worked with SCS in the past on <br /> numerous projects such as quality control/quality assurance for a landfill cell construction and for <br /> at least three waste characterization studies, with good results. <br /> Anticipated ongoing services to be provided could include: <br /> 1. Assistance in preparing scope of work request for proposals, review of technical <br /> proposals, preparation of designs and bid documents for department projects, attendance <br /> at meetings, assistance with review of bid documents and proposals. <br /> 2. Preparation of drawing, calculations, evaluations, estimates, assessments, etc., conduct <br /> waste characterizations, develop master plan drawings, provide capacity calculations, <br /> conduct feasibility studies, prepare conceptual site and facility plans or develop recycling <br /> and waste reduction plans. <br /> 3. Facility design, permitting, regulatory compliance, site assessments, etc. <br />
