6
1 transportation plan is updated so they can figure out how to help people get to them. It might be
2 worth surveying people in rural Orange to help us identify where people would like to go on their
3 buses; we could adjust or plan accordingly.
4
5 Commissioner Price added that shopping centers also should be identified as destinations.
6 They need stops where people actually go.
7
8 Travis Myren said, in reply to a question from Commissioner Marcoplos, who noted bumper-to-
9 bumper traffic on NC54 west of Carrboro going toward Chapel Hill during rush hours and on
10 game days, one of the elements of the Bus and Rail Investment Plan are bus capital projects,
11 which includes Park and Ride lots. They will need to reserve money in the plan for Park and
12 Ride lots if a need is identified.
13
14 Craig Benedict added that a demand study was conducted 4-5 years ago.
15
16 In reply to a suggestion from Commissioner Price, Travis Myren said County staff could ask
17 Alamance County about sharing the cost of bus shelters/bus stops along the Orange-Alamance
18 Connector. They would not collect fare box revenue from riders getting on the Connector route
19 in Alamance County; these are midday connections.
20
21 Craig Benedict added that the Connector links the Orange County system to Piedmont Rapid
22 Transit; they hand off some passengers that continue with us to Durham.
23
24 Chair Dorosin agreed that the two counties should explore cost sharing.
25
26 Commissioner McKee also agreed.
27
28 Commissioner Rich said the County should have a regional perspective when looking at bus
29 service. She said she is not saying they shouldn't ask Alamance County to cost share but the
30 most important goal is to help people who need to get to places while getting them out of their
31 cars. If we're collecting fares from them, then they already are helping to pay for the system.
32
33 Travis Myren continued with the "anticipated forces of change" portion of his presentation.
34
35
36 Public Transportation
37 Anticipated Forces of Change
38 o Bus and Rail Investment Plan - Update Pending
39 • Funding Allocations and Potential Financial Exposure
40 ➢ 2020 Census
41 o Urban growth will Increase Federal Funds for Urban Services
42 o Results in a Proportionate Decrease in Federal Funds for Rural Services
43 ➢ Transportation Represents and Increasing Barrier to accessing County services
44 o Human Services & Mental Health Services
45 o Criminal Justice System
46 ➢ Human Services Transportation Needs Analysis- graph
47 ➢ Human Services Transportation Needs Analysis-graph
48 Small Sample Size - 23
49
6
