34
1 • Commissioner Rich said during budget season the Department Heads come to talk with the
2 Board. The retreat is a nice setting, more relaxed, they get to sit with folks during lunch to
3 talk. But there are other opportunities too. She said she liked like that they incorporated their
4 goals in this retreat, and think they should do that in every retreat. She recalled at her first
5 retreat they did not talk about their goals at all. Even though they also talked about
6 sustainability and resilience, it was good that they incorporated the goals into their overall
7 theme.
8
9 • Chair Dorosin said it was a great retreat. He said he valued the opportunities for them to
10 talk back and forth. The structure—with a big theme (resilience) and then three areas to
11 drive the discussion was a good one. He liked hearing from staff, and valued hearing how all
12 the "stuff' they talk about plays out on the ground. He thought it would have been helpful to
13 go one level deeper than they did: they started with resilience, and had these examples—
14 and he liked the way they structured those examples -- but he would have liked to have
15 talked about specific tasks or tactics, on the broadband, for example, and either connecting
16 those conversations to their goals or identifying new goals. He would have liked to have
17 looked at where they are today, and then see where they are on these issues when they
18 look back a year from now. Also, "retreat" sounds like they are moving backwards. They
19 should call these from now on, the County Advance, because they are moving forward.
20
21 • Bonnie Hammersley said she had been keeping notes throughout the day. The next step is
22 for her to meet with Department Directors that have oversight of these areas, and going over
23 some of the tasks that were identified. They can share what they see as the next steps in
24 going to the next level. They will share that with the Board as a follow-up to this meeting.
25 Last year they came back with the goals from the retreat and asked the Board to adopt
26 them. She said she saw their follow-up from this year's "advance" as more of an information
27 item as to what they are doing based on what the Board talked about today.
28
29 • Commissioner Jacobs said that at next year's "gathering" he would like to spend time
30 hearing and talking about the County's communication with the two school boards. Five of
31 the Commissioners are not present for the School Collaboration Work Group meetings, and
32 we all know communication with the schools is a sore point. It needs work. We talk about it
33 every year in the spring, but it would be nice to get ahead of it. We might invite either the full
34 boards or their officers to attend, and devote a portion of the retreat to talking about what's
35 missing in this process that can make it work better for everybody, especially at a time of
36 constrained resources. And to do it in a way that is not antagonistic; that's the most painful
37 part of it. We all have the same goals. Other than that, he thought they did fine as a group
38 today. They should credit Commissioner McKee and Commissioner Price for being on the
39 planning committee. [Others noted that Commissioner Jacobs also was on the planning
40 committee]. He said the retreat was genial and productive.
41
42 • Commissioner Marcoplos suggested a half-day meeting with the school boards within the
43 next few months.
44
45 • Commissioner Jacobs said that the new CHCCS Superintendent could introduce a new
46 paradigm.
47
48 • Chair Dorosin recalled that last year there was a social reception with the two boards; it was
49 a good first step.
50
34
