27 <br /> 1 <br /> 2 Continual Monitoring and Evaluation of the County's Goals <br /> 3 The Board reconvened after a stretch break to consider how the County evaluates its progress. <br /> 4 <br /> 5 Travis Myren called attention to a handout prepared by staff with a table containing each of the <br /> 6 goals prioritized during the Board's 2016 retreat and, under each policy priority, what staff <br /> 7 believes has been accomplished and what is left to do. <br /> 8 <br /> 9 Commissioner Burroughs said she appreciated the planning group putting this item on the <br /> 10 agenda. She said the staff's handout was great, showing the goals, progress, and remaining <br /> 11 efforts. She also credited staff with the Master Aging Plan process. <br /> 12 <br /> 13 The Board agreed, in reply to a request from Travis Myren, to add Public Safety as a priority <br /> 14 area. <br /> 15 <br /> 16 Travis Myren said there is a lot going on in Public Safety/Criminal Justice even though it was not <br /> 17 a priority from last year's retreat. <br /> 18 <br /> 19 Commissioner Jacobs asked that the Detention Center and body cameras be included under <br /> 20 Public Safety. <br /> 21 <br /> 22 Travis Myren also suggested the inclusion of the Training Center and Emergency Radio <br /> 23 network. <br /> 24 <br /> 25 Bonnie Hammersley added that this was the first year for tracking these goals. She said there is <br /> 26 always the wish that things can be done faster. She said she is hoping that within the next six <br /> 27 months to a year they will see additional progress on affordable housing. One achievement that <br /> 28 does not show on the handout is the improved relationships they have built with the affordable <br /> 29 housing providers. Staff will also be bringing a Housing Affordability policy to the February 16 <br /> 30 work session. All the providers have had their say on that. Sometimes it does not look like a lot <br /> 31 is happening, but behind the scenes they have made good progress. <br /> 32 <br /> 33 Commissioner Jacobs said the Collins Ridge development is an opportunity for the Board to be <br /> 34 proactive about its priorities. They are offering affordable units for veterans, but he does not <br /> 35 know how specific their proposal is. Hillsborough's policy basically is that anything built in <br /> 36 Hillsborough will be affordable. The County has some funds for affordable housing, and the <br /> 37 developer was receptive to talking with our Planning Director about traffic issues. Maybe they <br /> 38 will be receptive to talking with them about affordable housing too. <br /> 39 <br /> 40 Commissioner Jacobs said for them to make sure affordability is built into the development <br /> 41 before it even gets off the ground. <br /> 42 <br /> 43 Bonnie Hammersley said the County's communications plan for affordable housing is one way <br /> 44 to do this. They will be reaching out to developers, to encourage them to apply for County <br /> 45 affordable housing funds. By reaching out they will show that they are serious about being <br /> 46 willing to help them. They can add this as part of the affordable housing priority as well as in the <br /> 47 communication plan. <br /> 48 <br /> 49 In reply to a question from Commissioner Jacobs, Bonnie Hammersley said the County is <br /> 50 working with affordable housing providers to get at energy efficiency in manufactured housing. <br /> 51 This has not fallen off their radar and is an important part of their affordable housing plan. <br /> 27 <br />
