The draft
document can be found at this link: https://connect.ncdot.gov/projects/planning/STIP
Documentsl/Draft%202017-2027%2OSTIP.pdf. This action represents the penultimate
step in the SPOT Prioritization 4.0 (P4.0) process.
Orange County Division Needs Tier Projects
The Durham Chapel Hill Carrboro Metropolitan Planning Organization (DCHC MPO), the
Triangle Area Rural Planning Organization (TARPO), and the Burlington-Graham
Metropolitan Planning Organization (B-G MPO) project priority lists all included projects
eligible for funding in the Division Needs funding tier of the SPOT prioritization process
P4.0. Of these projects, the Orange Grove Road Extension Project from Orange Grove
Road to US 70A project in Hillsborough and the NC 54 Operational Improvements
Project from Orange Grove Road to Old Fayetteville Road project west of Carrboro
were selected for inclusion in the 2017-2027 STIP. Attachment 1 provides a complete
overview of projects in Orange County. Projects receiving funding have been noted with red
shading in the flow chart. Overall, a total of five projects (the improvements at NC 54 and
Orange Grove Road project was folded into the NC 54 operational improvements project in
the draft 2017-2027 STIP) out of 28 proposed projects were funded in Orange County.
Next Steps
The NCDOT will continue to make revisions to the draft 2017-2027 STIP before final
adoption by the NCDOT Board of Transportation in summer 2017. This concludes the P4.0
process. The P5.0 process will begin in summer 2017 with a public process to create a
base list of projects for submittal to the MPO and ultimately to the next prioritization process
for the 2019-2029 STIP.
