ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 13, 2006 <br />Action Agenda <br />Item No. _~_~_ <br />SUBJECT: Approval of Salary of Orange County Elections Director <br />DEPARTMENT: Board of Elections/Manager PUBLIC kiEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Appointment Letter Melvin Beasley, Chair, <br />Orange County Board of Elections <br />Rod Visser, Assistant County Manager <br />(919)-245-2308 <br />PURPOSE: To approve the salary of the new Orange County Elections Director. <br />BACKGROUND: Section 163-35 of the North Carolina General Statutes contains provisions <br />for the appointment, compensation, and duties of a county director of elections. Whenever a <br />vacancy occurs in that office, it is the responsibility of the county board of elections to submit <br />the name of the person it recommends to fill the vacancy to the Executive Director-Secretary of <br />the State Board of Elections, who shall issue a letter of appointment. <br />As noted in the accompanying appointment letter, the State Board has approved the <br />recommendation of the Orange County Board of Elections that Barry Garner be appointed <br />Orange County's Election Director. Carolyn Gates, Orange County Elections Director since <br />1997, retired effective May 31, 2006. The Orange County Board of Elections conducted a <br />successful national search. They voted unanimously to recommend to the State Board of <br />Elections that Mr. Garner be appointed to succeed Ms. Cates as Elections Director for Orange <br />County, effective June 26, 2006, <br />NCGS § 163-35 provides that the county board of elections recommends the salary of the <br />director of elections, which is approved by the Board of County Commissioners. The Orange <br />County Board of Elections has recommended that the salary for Mr, Garner be set at $63,750, <br />which is between the minimum and first quartile of Salary Grade 27. <br />FINANCIAL IMPACT: Funding for the salary and benefits far this position are included in the <br />2006-07 Manager's Recommended Budget for the Elections Department,. <br />RECOMMENDATION(S): The Manager recommends that the Board of Commissioners <br />approve the Elections Director salary as recommended by the Orange County Board of <br />Elections. <br />
