8 <br /> 1 meeting, the Board voted 6-0 to recommend approval of the proposed amendments. <br /> 2 Subsequent to the September 12 public hearing, the Planning Board considered the <br /> 3 amendments at a special meeting on October 17 (the October 5 regular meeting had to be <br /> 4 canceled due to quorum issues). At the October 17 meeting, the Board voted 6-0 to <br /> 5 recommend approval of the proposed amendments. <br /> 6 <br /> 7 John Roberts said this is a continuation of the public hearing, and there are five options <br /> 8 for the Board's consideration. He said he and staff are recommending for the Board of County <br /> 9 Commissioners to go with Option 4, which states Adopt the amendments regarding <br /> 10 residential use restrictions only and instruct staff to incorporate the proposed new EDD <br /> 11 uses into other current text amendments. The proposed amendments may be adopted <br /> 12 restricting certain residential uses within the EDD. The Board would not adopt the proposed <br /> 13 new EDD uses but instructed staff to incorporate those uses into the reorganization of the Table <br /> 14 of Permitted Uses that the BOCC will consider in 2017 (UDO/Zoning matter 2016-05 <br /> 15 "Amendments to permitted use tables clarifying permitted and prohibited land uses"). <br /> 16 Commissioner McKee asked if the adoption of this recommendation would prevent <br /> 17 moving forward with other aspects of the planning process. <br /> 18 John Roberts said part of this recommendation is that the staff will proceed with the <br /> 19 uses for consideration in the amendments to the table of permitted uses that is coming in 2017. <br /> 20 Commissioner Dorosin clarified that there was some concern about proceeding with the <br /> 21 Hillsborough EDD, and creating inconsistencies with the other EDDs. He said it will take more <br /> 22 time to do a comprehensive review the table of permitted uses in the other EDDs. He asked if it <br /> 23 is recommended to do those amendments all at one time. <br /> 24 John Roberts said making all the amendments at once would avoid potential liability and <br /> 25 risk. <br /> 26 Commissioner Jacobs said he had some questions at the last public hearing, and asked <br /> 27 if these had been answered. <br /> 28 Craig Benedict, Planning Director, said staff has made a matrix of all of the Board's <br /> 29 questions, and will be answering them as related to the NICS code. <br /> 30 Chair Dorosin said the draft matrix was reviewed at agenda review, and it will be placed <br /> 31 on an upcoming work session. He said there were many overlapping questions between <br /> 32 Commissioners. <br /> 33 Chair Dorosin asked if there was any public comment, and there was none. <br /> 34 <br /> 35 A motion was made by Commissioner Price, seconded by Commissioner Burroughs for <br /> 36 the Board to close the public hearing; <br /> 37 <br /> 38 VOTE: UNANIMOUS <br /> 39 <br /> 40 A motion was made by Commissioner Jacobs, seconded by Commissioner Burroughs <br /> 41 for the Board to: <br /> 42 <br /> 43 4. Adopt the amendments regarding residential use restrictions only and instruct staff to <br /> 44 incorporate the proposed new EDD uses into other current text amendments. The <br /> 45 proposed amendments may be adopted restricting certain residential uses within the EDD. The <br /> 46 Board would not adopt the proposed new EDD uses but instruct staff to incorporate those uses <br /> 47 into the reorganization of the Table of Permitted Uses that the BOCC will consider in 2017 <br /> 48 (UDO/Zoning matter 2016-05 "Amendments to permitted use tables clarifying permitted and <br /> 49 prohibited land uses"). This option is the staff recommendation shown below and is also the <br /> 50 County Attorney's recommendation. <br />
