5 <br /> 1 <br /> 2 Bob Marotto, Orange County Animal Services Director, said he is here, with the Animal <br /> 3 Services Advisory Board (ASAB) Chair and Vice Chair, to honor Pat Sanford, as well as <br /> 4 recognize Pet Pals as the first recipient of the Pat Sanford Animal Welfare Grant. <br /> 5 ASAB Chair Maureane Hoffman read the resolution: <br /> 6 <br /> 7 RES-2016-080 <br /> 8 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 9 RESOLUTION HONORING PAT SANFORD <br /> 10 <br /> 11 WHEREAS, Pat Sanford contributed tirelessly to animal welfare in Orange County and beyond <br /> 12 for many decades, benefiting the people and animals greatly; and <br /> 13 <br /> 14 WHEREAS, Mrs. Sanford served as Executive Director for the Orange County Animal <br /> 15 Protection Society [APS] for 17 years, retiring in 2002; and <br /> 16 <br /> 17 WHEREAS, Mrs. Sanford worked to construct a new building for APS and worked to expand it <br /> 18 several times afterward; and <br /> 19 <br /> 20 WHEREAS, Mrs. Sanford implemented sterilization of adopted animals to fight pet <br /> 21 overpopulation in Orange County; and <br /> 22 <br /> 23 WHEREAS, the APS received the Standards of Excellence Award for facilities and staff in <br /> 24 1992, the first in North Carolina; and <br /> 25 <br /> 26 WHEREAS, Mrs. Sanford worked to form partnerships with wildlife experts in Orange County <br /> 27 and implemented the first low-cost spay/neuter program; and <br /> 28 <br /> 29 WHEREAS Mrs. Sanford worked to change dog fighting in North Carolina from a misdemeanor <br /> 30 to a felony; and <br /> 31 <br /> 32 WHEREAS, Mrs. Sanford secured donations of land and monies for APS (now Paws4Ever) that <br /> 33 would fund the creation of its Mebane adoption facility, on-site veterinary clinic, dog park, and <br /> 34 training center; and <br /> 35 <br /> 36 WHEREAS, after retirement, Mrs. Sanford went on to serve animals in various other ways, <br /> 37 including as a member of the Animal Services Advisory Board for several years; and <br /> 38 <br /> 39 WHEREAS, Orange County Animal Services created a grant in her honor in 2016, to be <br /> 40 awarded for a minimum of ten years to organizations or persons showing the same dedication <br /> 41 to animal welfare causes that she did during her life's work; <br /> 42 <br /> 43 NOW THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners, on <br /> 44 behalf of County officials and employees and the residents of Orange County, hereby <br /> 45 commends Pat Sanford for her innumerable contributions to improve the quality of living in <br /> 46 Orange County; and <br /> 47 <br /> 48 BE IT FURTHER RESOLVED that the Orange County Board of County Commissioners <br /> 49 expresses its sincerest appreciation, gratitude and respect to Pat Sanford for her lifetime of <br /> 50 service. <br />
