Audit Report Extension <br /> 2 The Board extended the completion of the FY 2015-16 audit report to February 28, 2017 <br /> 3 through an amendment to the audit contract between the County and Mauldin & Jenkins, PLLC <br /> 4 and authorized the Chair to sign. <br /> 5 7. Regular Agenda <br /> 6 <br /> 7 a. Joint Public Safety Training Facility Work Group <br /> 8 The Board considered creating a Joint Public Safety Training Facility Work Group, <br /> 9 approve the charge and membership, and appoint two Commissioners to serve on the Joint <br /> 10 Public Safety Training Facility Work Group. <br /> 11 Dinah Jeffries, Emergency Management Services Director, introduced Chapel Hill Fire <br /> 12 Chief Matt Sullivan, Orange Rural Fire Chief Jeff Cabe, and Efland Fire Chief Kevin Brooks. <br /> 13 Dinah Jeffries reviewed the background information below: <br /> 14 <br /> 15 BACKGROUND: <br /> 16 The Orange County Fire Chief's Council, along with Emergency Services staff, met with the <br /> 17 Board of County Commissioners on October 6, 2016. One of the topics discussed was the <br /> 18 concept of a Joint Public Safety Training Facility for Law Enforcement, Fire, and Emergency <br /> 19 Services (to serve the County and the municipalities). <br /> 20 <br /> 21 Board members expressed support for staff to move forward with establishing a work group and <br /> 22 begin fact-finding efforts. Some potential locations/properties have already been identified, and <br /> 23 the proposed work group would follow-up on these locations and identify and follow-up on <br /> 24 additional locations. <br /> 25 <br /> 26 The work group would also work on identifying and prioritizing the needs of every discipline, <br /> 27 developing goals and objectives with timelines, and reaching out to prospective partners. There <br /> 28 is no contractual agreement at this time as this effort is only gathering facts to see if this is a <br /> 29 beneficial project for all to consider. <br /> 30 <br /> 31 Training facility space is limited in the County and its municipalities. This concept may be a <br /> 32 potential solution for many parties and provide the ability to train staff with state of the art <br /> 33 equipment/resources and create consistent and equivalent training for all. <br /> 34 <br /> 35 Chief Matt Sullivan said all departments are in support of this joint working group. <br /> 36 Chair Dorosin said there are three things to do: approve membership make up, approve <br /> 37 the charge, and appoint two Commissioners. He reviewed the proposed composition of the <br /> 38 Work Group below: <br /> 39 <br /> 40 4 Law Enforcement Representatives (1 from each municipality and 1 from the Sheriff's Office) <br /> 41 • Hillsborough Police Department— Chief Duane Hampton <br /> 42 • Carrboro Police Department— Lieutenant Tony Frye <br /> 43 • Chapel Hill Police Department— Sergeant Wes House <br /> 44 • Orange County Sheriff's Office— Chief Deputy Jamie Sykes <br /> 45 <br /> 46 2 Emergency Services Representatives <br /> 47 • Emergency Services — Emergency Management Coordinator Kirby Saunders <br /> 48 • Emergency Services — Emergency Medical Services Operations Manager Kim <br /> 49 Woodward <br /> 50 <br />
