3 <br /> 1 The Board recognized the winners of the 2016 Orange County Long Term Care Quality <br /> 2 Service Awards. <br /> 3 Janice Tyler, Department on Aging Director, introduced Aging Board member Yvonne <br /> 4 Mendenhall, who reviewed the background on the agencies below, and then announced the <br /> 5 winners. <br /> 6 Yvonne Mendenhall said that Aging was asked to develop a mechanism to help <br /> 7 increase the quality of care provided in Orange County's long-term care facilities and home <br /> 8 care organizations. In 2013, the Advisory Board on Aging created the Orange County Long <br /> 9 Term Care (LTC) Learning Collaborative to bring administrators and direct-care staff together to <br /> 10 learn about and share successful approaches to quality care. This is the third year that the <br /> 11 Orange County Advisory Board on Aging and the Long Term Care Learning Collaborative have <br /> 12 offered long term care organizations the opportunity to apply for a Long Term Care Quality <br /> 13 Service Award. Each year the Advisory Board selects an evidence-based or promising quality <br /> 14 program for long term care providers to learn about and implement within the year. This past <br /> 15 year the focus was palliative care and the creation of a culture of comfort for older adults living <br /> 16 with pain and chronic conditions in long-term care facilities and at home with homecare <br /> 17 assistance. <br /> 18 <br /> 19 Winners of the 2016 Long Term Care Quality Service Awards were able to facilitate access to <br /> 20 palliative care services when appropriate while creating individualized programs of comfort and <br /> 21 pleasure for clients and residents. The five winning organizations are committed to continuing <br /> 22 and expanding these programs so that many more individuals, facing pain and suffering, will <br /> 23 continue to have opportunities to experience joy and pleasure. <br /> 24 <br /> 25 Winners of the 2016 Long Term Care Quality Service Awards were: <br /> 26 • Acorn Homecare Services <br /> 27 • Carol Woods Retirement Community <br /> 28 • Homewatch Caregivers <br /> 29 • Livewell Assisted Living <br /> 30 • Visiting Angels of Central NC <br /> 31 <br /> 32 5. Public Hearings <br /> 33 <br /> 34 a. Orange County Consolidated Plan —Annual Action Plan Needs Hearing <br /> 35 The Board held a public hearing to receive comments from the public regarding the <br /> 36 housing and non-housing needs to be included in the Annual Action Plan Update of the 2017- <br /> 37 2018 Consolidated Housing Plan for Housing and Community Development Programs in <br /> 38 Orange County. <br /> 39 Audrey Spencer-Horsley, Housing, Human Rights and Community Development <br /> 40 Director, reviewed the information below: <br /> 41 <br /> 42 BACKGROUND: In May 5, 2015 a Consolidated Plan for Housing and Community <br /> 43 Development Programs in Orange County was developed and approved by the Orange County <br /> 44 Board of County Commissioners and the U.S. Department of Housing and Urban Development <br /> 45 (HUD). This document details the housing needs of very low income, low income and <br /> 46 moderate-income families and special population groups in addition to outlining the strategies <br /> 47 and plans for addressing those needs. <br /> 48 <br /> 49 Each year, local communities are required to reassess the needs of the community.
