Authorize the County Manager to direct the transfer of appropriated funds to the Town <br /> 2 at the appropriate time in accordance with the Agreement. <br /> 3 <br /> 4 Commissioner Jacobs asked if the brick building will be deconstructed. <br /> 5 Deputy Chief Lawrence said the property will be conveyed to the development partners, <br /> 6 and by the time the department moves out, it would not have a say in the demolition. <br /> 7 Commissioner Jacobs said he was talking about the materials of the actual building. <br /> 8 Deputy Chief Lawrence said he does not know the answer to this question. <br /> 9 Commissioner Jacobs said he will add the deconstruction of recyclable materials to the <br /> 10 motion. <br /> 11 Commissioner McKee asked if there is an update about the co-location of EMS and the <br /> 12 Fire Department. <br /> 13 Kim Woodard said EMS are not yet co-located with Chapel Hill, but will be for this future <br /> 14 endeavor. She said this is eagerly anticipated, and all other co-locations are going very well. <br /> 15 <br /> 16 A motion was made by Commissioner Jacobs, seconded by Commissioner Rich for the <br /> 17 Board to: <br /> 18 1) approve the attached Town of Chapel Hill Use Agreement For the co-located Emergency <br /> 19 Medical Services Substation; <br /> 20 2) authorize the County Manager to execute the Agreement; <br /> 21 3) authorize the County Manager to direct the transfer of appropriated funds to the Town at <br /> 22 the appropriate time in accordance with the Agreement; and <br /> 23 4) with the stipulation that the contract with the private entity shall include the recovery of <br /> 24 recyclable materials prior to demolition. <br /> 25 Commissioner McKee said he is not sure how the last stipulation would impact the cost, <br /> 26 but assumes it would increase it. He asked if there is a proposal for how extensive this <br /> 27 recovery needs to be. <br /> 28 Commissioner Jacobs said the County and the Towns are parties to a recyclable <br /> 29 materials recovery ordinance, which requires the recovery of any materials that can be recycled <br /> 30 such as bricks, cinder blocks and clean wood. <br /> 31 Deputy Chief Lawrence said he did check, and that is their standard practice. <br /> 32 Commissioner Marcoplos said he was approached several years ago about <br /> 33 deconstruction of the old Mama Dip's restaurant, and he was able to deconstruct it for less cost <br /> 34 than demolition. He said Habitat for Humanity will take things out for free, and it is cost <br /> 35 effective to do deconstruction. <br /> 36 Bonnie Hammersley said she would follow up on this point with the Town of Chapel Hill. <br /> 37 Commissioner Jacobs said he wanted to make sure that deconstruction is not being <br /> 38 handed off to an entity that was not aware of the local practices, and the Board has an <br /> 39 obligation to the larger world to promote environmentally sound policies. <br /> 40 <br /> 41 VOTE: UNANIMOUS <br /> 42 <br /> 43 c.
