13 <br /> 1 WHEREAS, under the guidance of Coach Steve Scanga, the Carrboro High School Women's <br /> 2 Volleyball Team earned its first NCHSAA State title after making it to the final four teams in <br /> 3 each of the previous two seasons; and <br /> 4 <br /> 5 WHEREAS, the Lady Jaguars completed the season with a 30-0 record; and <br /> 6 <br /> 7 WHEREAS, through hard work, dedication, teamwork, and commitment, the Lady Jaguars <br /> 8 brought honor upon themselves, Carrboro High School, the Chapel Hill / Carrboro City Schools <br /> 9 District and Orange County; <br /> 10 <br /> 11 NOW, THEREFORE, be it proclaimed that the Orange County Board of Commissioners <br /> 12 expresses its sincere appreciation and respect for the Carrboro High School Women's <br /> 13 Volleyball Team and Coach Scanga, for the Jaguars' outstanding achievement, and for their <br /> 14 inspiration to youth across North Carolina through their dedication, teamwork, and athletic <br /> 15 prowess. <br /> 16 <br /> 17 This, the 13th day of December 2016. <br /> 18 <br /> 19 A motion was made by Commissioner Rich, seconded by Commissioner Jacobs to <br /> 20 approve the proclamation recognizing the Chapel Hill High School Men's and Women's Cross <br /> 21 Country teams on winning the N.C. BOCC Rules of Procedure Revision <br /> 31 The Board approved several modifications to the BOCC Rules of Procedure. <br /> 32 c. Proclamation — Bill of Rights Day <br /> 33 The Board adopted a proclamation to officially recognize Bill of Rights Day in Orange County <br /> 34 during the month of December 2016 and authorized the Chair to sign. <br /> 35 e. Second Reading: Emergency Services Franchise by Ordinance — First Choice <br /> 36 Medical Transport, LLC <br /> 37 The Board approved on Second Reading the granting of a franchise by Ordinance to First <br /> 38 Choice Medical Transport, LLC (First Choice) and the Franchise Agreement under which it will <br /> 39 operate — approval on "Second reading" is based on State law requirements that a franchise by <br /> 40 ordinance pass two readings in order to be granted by the Board of Commissioners and <br /> 41 authorized the Manager to sign. <br /> 42 f. Second Reading: Emergency Services Franchise by Ordinance — North State <br /> 43 Medical Transport <br /> 44 The Board approved on Second Reading the granting of a franchise by ordinance to North <br /> 45 State Investment Group, LLC d/b/a North State Medical Transport (North State) and the <br /> 46 Franchise Agreement under which it will operate— approval on "second reading" is based on <br /> 47 State law requirements that a franchise by ordinance pass two readings in order to be granted <br /> 48 by the Board of Commissioners and authorized the Manager to sign. <br /> 49 g.
