My two <br /> cents worth on where the grandfather line should be drawn is that projects that have active permits <br /> and are constructing either buildings or infrastructure on site should be able to pay the current fees. <br /> Projects that do not yet have construction authorization despite having conditional or special use <br /> permits should pay the fees in place at the time construction is authorized. <br /> Since there are occasionally "leftover" lots that aren't developed in subdivisions or minor or exempt <br /> subdivisions that build out over time, I would hope the language for the grandfathering would <br /> clearly resolve the status of those lots. My suggestion would be that if a lot created outside a Special <br /> or Conditional Use Permit process existed on January 1, 2017, but did not have an active zoning or <br /> building permit by January 1, 2017, it would pay the impact fee in place at the time the permit was <br /> applied for. I realize that may not be a particularly level playing field and seems to give the <br /> advantage to larger developers, trying to track and keep up with these scattered lots would be very <br /> difficult. <br /> If you need additional information or this generates questions, don't hesitate to call or email. <br /> Margaret A.
