14 <br /> ORANGE WATER AND SEWER AUTHORITY <br /> BIDDER PREQUALIFICATION FOR CONSTRUCTION OR REPAIR PROJECTS <br /> POLICY <br /> OCTOBER 23,2014 <br /> SUMMARY <br /> The policy shall be applicable to all construction or repair work Orange Water and Sewer <br /> Authority (OWASA) intends to advertise as projects for which bidders will have to be pre- <br /> qualified. OWASA, at its sole discretion, shall determine for which projects it will prequalify <br /> bidders. This policy is intended to comply with North Carolina General Statute (G.S.) 143- <br /> 135.8. <br /> SECTION A. GENERAL INFORMATION <br /> A.1. Prequalification definition— For purposes of this policy, prequalification shall be defined <br /> as the process for OWASA to evaluate and determine whether potential bidders have the <br /> skill, judgment, integrity, sufficient financial resources, and ability necessary to the <br /> faithful performance of a contract for construction or repair work. <br /> A.2. OWASA may prequalify bidders for construction or repair projects at its sole discretion. <br /> Whenever OWASA elects to prequalify bidders it shall do so in compliance with G.S. <br /> 143-135.8. <br /> A.3. OWASA typically prequalifies bidders for capital improvement projects with estimated <br /> construction values equal to or greater than $500,000. However, OWASA may, or may <br /> not,prequalify bidders for projects of any value. <br /> A.4. OWASA will use one of the construction methods authorized in G.S. 143-128(al)(l) <br /> through G.S. 143-128(al)(3) whenever it elects to prequalify bidders. <br /> A.5. This policy shall be applied uniformly, consistently, and transparently to all bidders. <br /> SECTION B. BIDDER APPLICATION FOR PREQUALIFICATION <br /> B.1. The prequalification application criteria for any project shall: 1) be rationally related to <br /> construction or repair work, 2) shall not require that the bidder has been awarded a <br /> previous construction or repair project by OWASA, and 3) shall permit bidders to submit <br /> history or experience with projects of similar size, scope, or complexity. <br /> B.2. The prequalification application criteria for any project shall clearly state the assessment <br /> process of the criteria used. <br /> B.3. The bidder application for prequalification used by OWASA shall, at a minimum,require <br /> the bidder to address the following items: <br />
