2 <br /> Emergency Medical Services inspection. That unit replaces wheel coach unit 714. County <br /> Emergency Medical Services and Fleet Maintenance staff feedback continue to corroborate the <br /> more comfortable ride for patients and the reliability of the platform. <br /> North Carolina General Statute (NCGS) 143-129(e)(3) allows local governments to make <br /> purchases through a competitive bidding group purchasing program, which is a formally <br /> organized program that offers competitively obtained purchasing services at discount prices to <br /> two or more public agencies. The Houston-Galveston Area Council ("HGAC") is a cooperative <br /> purchasing group that meets the requirements of NCGS 143-129(e)(3). The specific contract <br /> number for the HGAC is #AM10-14. The terms of the contract call for items to be sold and <br /> serviced through identified authorized dealers. Both Horton Ambulance and FESCO are listed <br /> on contract #AM10-14. <br /> FINANCIAL IMPACT: The financial impact will be the cost of the ambulance ($216,827) and <br /> the cost of a power lift stretcher (approx. $16,000) for a total approximate cost of $232,827. <br /> Funding for this vehicle was included as part of the approved vehicle replacement list provided <br /> with Agenda Item 7-b, Attachment #1 of the November 1, 2016 Board of Orange County <br /> Commissioners regular meeting agenda. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br /> ethnic background; age; military service; disability; and familial, residential or economic <br /> status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> • GOAL: CREATING A SAFE COMMUNITY <br /> Supporting policies, procedures, regulations, and programs that reduce harassment, <br /> exclusion, intimidation, and violence against Orange County residents. <br /> The purchase of a replacement ambulance ensures continued ambulance coverage around the <br /> clock for Orange County. <br /> RECOMMENDATION(S): The Manager recommends that the Board award the purchase <br /> through cooperative purchase agreement to FESCO, Inc. and authorize the Manager to proceed <br /> with the purchase of the Horton ambulance from FESCO, Inc. and execute agreements upon <br /> review by the County Attorney. <br />
