2 <br /> The most-recent convalescent transportation provider in the County, Johnston Ambulance, <br /> closed its operations a short time ago, requiring the County to franchise other providers. <br /> Emergency Services has reviewed the overall Emergency Services System in the County to <br /> confirm that franchise services continue to be necessary to assure the provision of adequate <br /> and continuing ambulance services and to preserve, protect, and promote the public health, <br /> safety and welfare. As a result, the Department is recommending four franchises for <br /> ambulance service and one for rescue service. <br /> The Department has identified the following services as necessary to supplement and enhance <br /> the ambulance services within the Emergency Services System and to the residents of the <br /> Orange County. The services are: <br /> Convalescent Transport Services Rescue Services <br /> • ALS Transport • Confined Space <br /> • BLS Transport • Extrication <br /> Emergency Services • Heavy Rescue <br /> • BLS Transport • High/Low Angle <br /> • Medical Responder Non-transport • Swift Water <br /> • EMT Non-transport • Trench Collapse <br /> • Underwater <br /> • Wilderness Search&Rescue <br /> North State has applied for renewal of its 2010 Franchise Ordinance. The application indicates <br /> North State is applying to provide the following services: <br /> • Convalescent Transport Services, BLS Transport <br /> • Emergency Services, BLS Transport <br /> North State is headquartered in Raleigh North Carolina, and has been in service in the Orange <br /> County EMS System since 2010. North State has expanded services and now operates in <br /> eight North Carolina counties. North State provides approximately 2,400 scheduled Basic Life <br /> Support (BLS) transports annually in Orange County. North State employees 87 EMS providers <br /> and operates a fleet of 18 vehicles. North State has a professional management team and <br /> provides exceptional customer service. There have been no reported issues with its level of <br /> service in Orange County. <br /> During the recently closure of Johnston Ambulance, North State has assisted Orange County's <br /> EMS system by expanding their services to minimize the impact to County residents. North <br /> State, when called upon, quickly hired and trained additional staff to accommodate the sudden <br /> increase in requested scheduled ambulance transports. In addition North State provided <br /> special event ambulance standby coverage at both Cedar Ridge and Orange High Schools <br /> during the 2016 football season. County staff continues to maintain an excellent working <br /> relationship with North State. <br /> Emergency Services has reviewed the application, in conjunction with NC State Office of <br /> Emergency Medical Services, submitted by North State and inspected the premises, vehicles, <br /> equipment, and personnel of the company to assure compliance with the ordinance.
