1 <br /> 1 Attachment 1 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 BOARD OF COMMISSIONERS <br /> 5 REGULAR MEETING <br /> 6 November 1, 2016 <br /> 7 7:00 p.m. <br /> 8 <br /> 9 The Orange County Board of Commissioners met in regular session on Tuesday, November 1, <br /> 10 2016 at 7:00 p.m. at the Whitted Building in Hillsborough, N.C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair McKee and Commissioners Mia Burroughs, <br /> 13 Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price and Penny Rich <br /> 14 COUNTY COMMISSIONERS ABSENT: <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren and Deputy Clerk to the Board David Hunt (All other staff members will be <br /> 18 identified appropriately below) <br /> 19 <br /> 20 Chair McKee called the meeting to order at 7:00 p.m. <br /> 21 Chair McKee said Bonnie Hammersley, Director of Economic Development, Steve <br /> 22 Brantley, and he met with the President of Morinaga on October 31St. He presented the Board <br /> 23 with a gift from Morinaga, which were two brass Saki cups. <br /> 24 <br /> 25 1. Additions or Changes to the Agenda <br /> 26 <br /> 27 Need a motion to add a closed session: <br /> 28 § 143-318.11.(a) (3) To consult with an attorney employed or retained by the public body in <br /> 29 order to preserve the attorney-client privilege between the attorney and the public body, which <br /> 30 privilege is hereby acknowledged. <br /> 31 <br /> 32 A motion was made by Commissioner Burroughs, seconded by Commissioner Pelissier <br /> 33 to add a closed session to the agenda. <br /> 34 <br /> 35 VOTE: UNANIMOUS <br /> 36 <br /> 37 Chair McKee noted the following items at the Commissioners' places: <br /> 38 - white sheet: additional information from a speaker regarding a topic not in the regular agenda <br /> 39 - white sheet: PowerPoint for item 5-a <br /> 40 - white sheet: PowerPoint for item 5-b <br /> 41 - white sheet: Attachment 1 for item 7-a <br /> 42 - green sheet: Attachment 4 for Item 7-a <br /> 43 - white sheet: PowerPoint for item 7-a <br /> 44 - white sheet: PowerPoint for item 8-a <br /> 45 - white sheet: PowerPoint for item 8-b <br /> 46 <br /> 47 PUBLIC CHARGE <br /> 48 Chair McKee dispensed with the reading of the Public Charge. <br /> 49 <br /> 50 2.
