12 <br /> Land Use Goal 4: Land development regulations, guidelines, techniques and/or <br /> incentives that promote the integrated achievement of all Comprehensive Plan <br /> goals. <br /> c. The amendment is reasonable and in the public interest because it: <br /> 1. Assists Orange County in promoting the Hillsborough EDD to economic <br /> development prospects. <br /> 2.
