The gymnasium windows, located approximately twenty feet from floor <br />level, were previously operated by hand crank and chain mechanisms which have not <br />functioned for several years. Since the gym building was provided with central air <br />conditioning in 2002, operable windows are no longer required for ventilation, so non- <br />aperable windows have been specified in this area, There are concerns that gym windows <br />inadvertently left open during periods of rain could cause damage to the wood gym floors, <br />Wood flooring manufacturers as well as companies that resurface these floors recommend <br />inoperable windows due to the humidity common in this climate. The gym floor was <br />resurfaced in March of this year at a cost of $11,455. Corley Redfoot Zack reports that none <br />of the school buildings constn~cted in recent memory has had operable windows for the <br />reasons stated above. Bill Kelly of Chapel Hill-Carrboro City Schools reports that no school <br />gymnasiums in that district have operable windows, Each office an the first floor of the <br />building will be provided with an operable window, <br />The specifications that were developed by staff, including Energy Conservation Team <br />members, include Low E windows that meet or exceed the Federal Government's Energy <br />Star rating. Of the seven contractors solicited, two bidders responded, Ken Moser Company <br />of Raleigh, North Carolina submitted the lowest responsive bid of $73,917.. <br />Work will be coordinated by the County and the contractor to minimize disn~ption of <br />programs. By contract, the project is to he completed within 70 days following the Notice to <br />Proceed. <br />FINANCIAL IMPACT: Sufficient funds to cover the bid award of $73,917 are available in the <br />Central Recreation Center Capital Project.
