34 <br /> Some of the stakeholders at the meeting on October 26 indicated paying the impact <br /> fee over time does not factor into their project decisions. Staff believes this is likely <br /> because project financing would include the impact fee since it's part of the total <br /> project cost. Paying over time would be a factor only for a person self-financing a <br /> project (e.g., paying for their project with their own cash). <br /> Paying the fee over time would represent a new administrative process that may <br /> require additional staff resources to track payments, issue payment reminders, and <br /> collect unpaid fees. If this idea were to be considered for implementation, Section <br /> 30-35(a) of the Ordinance would have to be modified as it requires payment of the <br /> impact fee prior to issuance of a Certificate of Occupancy. Additionally, language <br /> may need to be added to stipulate remedies the County could invoke in the event <br /> impact fees are not paid on designated due dates. These additional necessary <br /> modifications would delay adoption consideration by the BOCC as staff will need to <br /> craft appropriate language and have a solid plan on how best to implement a <br /> payment system. <br /> • We support pricing multifamily units less than 800 square feet similar to single <br /> family less than 800 square feet. <br /> The defensible data for the 2016 study was based on bedroom counts for multi- <br /> family units. As a result, the County does not have data that would inform a fee <br /> based on square footage. Size could be considered in an update to the impact fee <br /> studies in the future. <br /> o New multifamily communities have little impact on schools and units less <br /> than 800 sq. ft. are unlikely, now or in the future, to generate children for the <br /> school district. <br /> As is noted in the abstract, impact fees are paid once (at construction) and <br /> cover the entire life of the housing unit.
