1 <br /> 1 Attachment 1 <br /> 2 <br /> 3 DRAFT MINUTES <br /> 4 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 5 CHAPEL HILL-CARRBORO BOARD OF EDUCATION <br /> 6 ORANGE COUNTY BOARD OF EDUCATION <br /> 7 JOINT MEETING <br /> 8 September 29, 2016 <br /> 9 <br /> 10 The Orange County Board of Commissioners met for a joint session with the Chapel <br /> 11 Hill—Carrboro Board of Education and the Orange County Board of Education on Thursday, <br /> 12 September 29, 2016 at 7:00 p.m. at the Whitted Building in Hillsborough, NC. <br /> 13 <br /> 14 COUNTY COMMISSIONERS PRESENT: Chair Earl McKee and Commissioners Mia <br /> 15 Burroughs, Mark Dorosin, Barry Jacobs, Bernadette Pelissier, Renee Price <br /> 16 COUNTY COMMISSIONERS ABSENT: Commissioner Rich <br /> 17 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 18 COUNTY STAFF PRESENT: Deputy Clerk Travis Myren and Clerk to the Board Donna S. <br /> 19 Baker (All other staff members will be identified appropriately below) <br /> 20 ORANGE COUNTY BOARD OF EDUCATION MEMBERS PRESENT: Chair Steve Halkiotis <br /> 21 and Board Members Brenda Stephens, Millicent Rainey, Tom Carr, Tony McKnight, Michael <br /> 22 Hood and Superintendent Todd Wirt and Deputy Superintendent Pam Jones were also present. <br /> 23 ORANGE COUNTY BOARD OF EDUCATION MEMBERS ABSENT: <br /> 24 CHAPEL HILL-CARRBORO CITY SCHOOL BOARD OF EDUCATION MEMBERS PRESENT: <br /> 25 Chair James Barrett and Board Members Annetta Streater, Joal Broun, Rani Dasi, Pat Heinrich, <br /> 26 Andrew Davidson, Margaret Samuels and Assistant Superintendent Todd LoFrese and Rydell <br /> 27 Harrison, Interim Assistant Superintendent, Instructional Services were also present. <br /> 28 CHAPEL HILL-CARRBORO CITY SCHOOL BOARD OF EDUCATION MEMBERS ABSENT: <br /> 29 <br /> 30 Opening Comments <br /> 31 Chair McKee called the meeting to order at 7:01 p.m. <br /> 32 Chair McKee said Commissioner Rich, Commissioner Price, and County Manager <br /> 33 Bonnie Hammersley would not be attending tonight. <br /> 34 <br /> 35 1. Welcome and Opening Remarks <br /> 36 James Barrett said the Chapel Hill-Carrboro City Schools' (CHCCS) Interim <br /> 37 Superintendent, Dr. Jim Causby, could not be here tonight, and that Dr. Rydell Harrison, Interim <br /> 38 Assistant Superintendent, Instructional Services, would be here instead. <br /> 39 Steve Halkiotis said he wanted to praise Bonnie Hammersley tonight, and he respected <br /> 40 the budget timeline and process. He said the Orange County Schools' (OCS) Board approved <br /> 41 a budget audit standing committee to coordinate efforts between OCS and the Board of County <br /> 42 Commissioners (BOCC). He suggested that their on-going collaboration committee has not <br /> 43 been very successful, and instead proposed the creation of a new committee, to improve the <br /> 44 budget process, made up of the three elected bodies: BOCC, Board of CHCCS and Board of <br /> 45 OCS. Steve Halkiotis said the Family Success Alliance (FSA) group has been working at the <br /> 46 New Hope Elementary, and there have been dramatic changes due to this alliance. He wanted <br /> 47 to thank Bonnie Hammersley for information on the funds collected from impact fees for the <br /> 48 school systems. He said the former County Manager failed to do this, and this information is <br /> 49 helpful to all involved. <br />
