If a "message" is desired, <br /> the action taken on the ordinance amendments <br /> represents more of a message than holding up the <br /> approval of these amendments . The message is that <br /> the municipalities did not go far enough in helping <br /> to protect the watershed. If they want a higher <br /> level of protection, they need to contribute more. <br /> Jacobs indicated that he wanted to see more progress <br /> toward a middle ground by the municipalities before <br /> he was ready to approve the Joint Planning items . <br /> Collins indicated that the 13-point agreement had <br /> been adopted by the municipalities and that document <br /> addressed some of the concerns of the Planning <br /> Board, including the establishment of a Watershed <br /> Protection Fund. He noted that the Commissioners had <br /> also set as a 1990 objective the preparation of a <br /> purchase of development rights program. <br /> Chris Berndt of the Chapel Hill Planning Department <br /> indicated that the Town Council's resolution <br /> specifically included a request that OWASA establish <br /> a Watershed Protection Fund. <br /> VOTE: 7 in favor. <br /> 4 opposed (Jacobs, Reid, Burklin, Eddleman) . <br /> Meeting adjourned 10 : 35 p.m. <br />
