It is <br /> comprised of elected representatives of the two <br /> municipalities and the County. Boland responded she <br /> felt this was unfair representation. <br /> Burklin asked about the rate of development Collins <br /> expected within the next six months in the <br /> watershed. Collins responded that the rate of <br /> growth over the last eighteen months has been very <br /> low. During 1988, there were 40-50 building permits <br /> issued in the watershed. In 1989 , the number of <br /> permits declined by half . The decline follows the <br /> trend occurring throughout the County. <br /> Jacobs noted that the Planning Board could make a <br /> specific recommendation addressing the equity issue <br /> as well as impervious surface ratios . Jacobs also <br /> noted that the concept of lot size averaging was no <br /> longer included as part of the Planning Staff <br /> recommendation. <br /> :ENDED MOTION: Recommend to the Board of County Commissioners that <br /> they not accept the proposed amendments to the Joint <br /> Planning Area Land Use Plan and Joint Planning <br /> Agreement but extend the interim standards until the <br /> • equity issue has been addressed. <br /> ATE: 4 in favor (Boland, Lewis, Reid, Waddell) . <br /> 7 opposed (Eidenier, Cantrell, Jacobs, Hamilton, <br /> Eddleman, Burklin) . <br /> ;ENDA ITEM #4e: Orange County Zoning Ordinance <br /> Best suggested that the Board discuss minimum lot <br /> size standards and lot size averaging. Other issues <br /> for discussion should be the planned extension of <br /> water and sewer, and the equity issue. <br /> Collins asked that the Board remember that the <br /> discussion must be in the context of the Joint <br /> Planning Area Agreement and the Joint Planning Area <br /> Land Use Plan. <br /> Collins referred to a proposal from Commissioner Don <br /> Willhoit. The proposal represents an alternative way <br /> of trying to address the concerns of the <br /> municipalities and balancing those with the Staff <br /> recommendations . He asked Commissioner Willhoit <br /> if he wished to comment on the proposal before <br /> having the discussion proposed by Best.
