D <br /> 12 W II . 11 <br /> 0 D R A F T <br /> PLANNING BOARD MINUTES <br /> MARCH 28, 1990 <br /> MEMBERS PRESENT: Betty Eidenier (Chair) , Chris Best, Virginia Boland, <br /> Clint Burklin, Carol Cantrell, Dan Eddleman, Jean <br /> Hamilton, Barry Jacobs, Mike Lewis, Larry Reid, Bill <br /> Waddell . <br /> MEMBERS ABSENT: Pegge Abrams . <br /> STAFF PRESENT: Marvin Collins, Mary Scearbo, Joanna Bradshaw. <br /> GUESTS : Commissioner Don Willhoit; Roy Williford, Carrboro <br /> Planning Director; Chris Berndt, Chapel Hill <br /> Planning Staff; Ed Holland, OWASA Staff . <br /> CHAIR COMMENTS: Eidenier asked that Planning Board members voice <br /> their concerns and thoughts regarding the <br /> information contained in the agenda materials as <br /> a means of focusing the discussion. <br /> Boland stated that she is concerned for the long <br /> time homeowners in the watershed whose intent was to <br /> either pass the property on to heirs or rely on it <br /> for retirement purposes . <br /> Hamilton expressed concern about compensating the <br /> landowners and the increase/decrease in land values . <br /> Best expressed concern for protecting the <br /> environment, an effort which would require sacrifice <br /> on the part of all county citizens . With that <br /> sacrifice, there must be a fair method of <br /> compensation, but the main issue is still protection <br /> of the environment for future generations . <br /> Jacobs stated that his view was one of balancing of <br /> two sides, the equity issue for those who live in <br /> the watershed but will not directly benefit from <br /> improved water quality and the protection of the <br /> environment. He continued that the method of <br /> dealing with impervious surface is one way to reach <br /> a compromise. He felt the Planning Staff ' s <br /> proposals provide enough flexibility for a property <br /> owner to build on his/her property and still not <br /> • destroy other values .
