The revised Agreement will then be forwarded to <br /> the Towns of Chapel Hill and Carrboro for <br /> consideration. A final recommendation is that the <br /> following proposals of Commissioner Willhoit and the <br /> Planning Board be pursued through the Intergovernmental <br /> Watershed Work Group: <br /> 1 . Committing to the public acquisition of land <br /> and/or the purchase of development rights to reduce <br /> future pollutant loading potential; <br /> 2 . Providing tax incentives for "environmental <br /> easements" patterned after agricultural use-value <br /> assessments; <br /> 3 . Determining the location of the majority of two- • <br /> acre and smaller lots and the use of structural <br /> BMP's in sub-basins serving existing small lot <br /> subdivisions; i.e. , East Prices Creek (Heritage <br /> Hills) and West Prices Creek (Chatham County) ; and <br /> 4 . Proceeding with the review and implementation of <br /> the 13-point agreement. <br /> As part of #4 above, consideration should also be given <br /> to lot size averaging alternatives and impervious <br /> surface ratio modifications . <br /> • <br />
