2 ,1• <br /> needed changes to the Joint Planning Area Land Use <br /> Plan/Text and Agreement. The following amendments are <br /> proposed: <br /> • <br /> 1 . A proposed amendment which incorporates <br /> descriptions of the basic strategies for protecting <br /> University Lake watershed as recommended by Camp, <br /> Dresser and McKee. <br /> Two options are presented for consideration. Option <br /> #1 is based on the land use control strategy <br /> recommended by CDM and the Joint Watershed Work <br /> Group. The basic provision of Option #1 includes a <br /> minimum lot size requirement of five (5) acres and <br /> a maximum density of one ( 1 ) unit per five (5) <br /> acres for any development. <br /> Option #2 is based on the structural best <br /> management practice approach recommended by CDM. <br /> It includes a minimum lot size of two (2 ) acres and <br /> a maximum density of one ( 1) unit per two (2 ) <br /> acres. In addition, on-site stormwater detention <br /> basins or ponds are recommended to trap pollutants <br /> on the site rather than allowing them to travel <br /> through drainage tributaries to the University Lake <br /> reservoir. <br /> 2 . A proposed amendment providing for a new land use <br /> plan overlay category - the University Lake <br /> Watershed Area - and alternative development <br /> patterns based on the recommended options contained <br /> in the University Lake Watershed Study. <br /> 3. A proposed amendment to reflect current County <br /> water and sewer extension policies and identify <br /> refinements being contemplated by the Joint <br /> Planning Area jurisdictions . <br /> 4. A proposed amendment to provide consistency between <br /> the wording of the Joint Planning Area Land Use <br /> Plan Text and Agreement by deleting the reference <br /> to the "overlay district designated Water Quality <br /> Critical Area" and substituting "overlay district <br /> designated University Lake Watershed Area" . <br /> A full description of the proposed changes is included <br /> in the attached information. <br /> On March 26, 1990, the Chapel Hill Town Council adopted <br /> two resolutions approving the proposed amendments with <br /> revisions/additions . The changes are for the purpose of <br /> incorporating provisions of the 13-point agreement in <br /> the Joint Planning Agreement and Land Use Plan and <br /> include: 1 .
