It will go to public hearing in May. <br /> Chair Carey stated that regarding the authority to purchase development <br /> rights -- the County needs to develop a plan to move ahead with farmland preservation. <br /> The purchase of development rights is one defined way of doing that. A clearly <br /> definable way would need to be created to finance these purchases. <br /> GOAL: development of a plan to use that authority for the purpose of purchasing <br /> development rights for farmland preservation. <br /> Commissioner Willhoit asked if there is anything in the Rural Character <br /> Study regarding transfer development rights for preserving land. It would be premature <br /> to talk about purchase of development rights if we are going to endorse transfer of <br /> development rights. It is expensive to purchase development rights. <br /> Chair Carey stated that these impact on one another. We have the authority <br /> for one but not for the other. There is a great difference in cost but there would <br /> compliment each other. We ought to include TDR in our rural character recommendations. <br /> We may not get the authority to pursue a TDR program. We need to define PDR and develop <br /> the program and then go out for a bond issue in later years. We need to let the public <br /> tell us if this is something they will invest in. <br /> Planning Board member Chris Best spoke as a member of the subcommittee for <br /> the Transportation Advisory Committee. They have been working one year on Phase I of <br /> the transportation element of the comprehensive plan. The Private Road Standards are <br /> ready but they tie in with the watershed and the Rural Character Study. We will hold <br /> off until we get more information on the recommendations from the RCS and the watershed <br /> standards that will be implemented permanently. The Transportation impact analysis is <br /> ready to go forward. They are also working on a County Road Classification System and a <br /> collector - sub-collector system. This will have direct impact on areas in the <br /> watershed and the RB area. The committee would like to take this Phase I to public <br /> hearing along with the thoroughfare plans for Durham-Chapel Hill-Carrboro and <br /> Hillsborough and Orange County. <br /> Chair Carey indicated that the final recommendations would need to be <br /> considered in the thoroughfare plan. That plan has not been brought back to the Board. <br /> The report was received from DOT and we need to get public response. <br /> Commissioner Willhoit noted that the County needs to call for a <br /> modification of the plan before having a public hearing. Our conclusion is that DOT is <br /> not responsive to the public hearings that have been held, the EDC, watershed protection <br /> etc. These need to be considered on a regional basis. <br /> Commissioner Halkiotis stated we need to take the initiative and go <br /> forward. He asked John Link for an update. We have received a map of the interchange <br /> and the county engineer and the planning department has been reviewing it. It is <br /> scheduled to go to the Planning Board and then to the B/C the second meeting in <br /> February. <br /> Paul Thames noted that there were no changes made in the plan. <br /> Betty Eidenier sited a situation in which a culvert would be used to access <br />
