5 <br /> (g) It will give ECD, HUD and the Comptroller General, through any <br /> authorized representatives, access to and the right to examine all <br /> records, books, papers of documents related to the ESGP grant, and <br /> require subrecipients to provide the same access to and the right to <br /> examine its records, books, papers or documents related to the ESGP <br /> grant. <br /> (h) It will establish safeguards to prohibit employees or subrecipients' <br /> employees from using positions for a purpose that is or gives the <br /> appearance of being motivated by a desire for private gain for <br /> themselves or others, particularly those who may have family, <br /> business or other ties. <br /> (i) It will minimize displacement of persons as a result of activities <br /> assisted with ESGP funds. <br /> (j) It will assure that the recipient and project sponsor conducting activities, <br /> funded in whole or in part with McKinney Act funds, will assist the homeless <br /> population in this jurisdiction, will administer, in good faith, a policy <br /> designed to ensure that the assisted homeless facility is free from the <br /> illegal use, possession, or distribution of drugs or alcohol by its <br /> beneficiaries. <br /> Moses Carey, Jr., Chair <br /> Board of Commissioners <br /> Name and Title of Chief Elected <br /> Official <br /> Signature <br /> Date <br /> ESGP #104-2 (Revised 3/90) <br />
