3 <br /> EMERGENCY SHELTER GRANTS PROGRAM <br /> COMMUNITY NEEDS AND RESOURCES FORM <br /> Name of Applicant County. of Orange <br /> (Local Government) <br /> 1. Describe the current and future needs of homeless people in your community <br /> for emergency shelter and other services. <br /> The homeless population of this community needs many transitional housing resources <br /> to enable them to seek appropriate services such as medical, mental health, substance <br /> abuses, employment, legal, housing, job training, child care and life skill training. <br /> After receiving appropriate counseling and services, occupants will be assisted in <br /> establishing permanent living arrangements. These needs are expected to remain the same <br /> in the future. <br /> 2. What is the approximate number of homeless persons in your community/service <br /> area? <br /> During 1989, 7837 units of service (one night per guest equals one unit of service) <br /> were provided for 354 guests. The total number of guests increased with 73 more <br /> persons served in 1989 than in 1988. According to a report of the Chapel Hill Task <br /> Force on the Homeless, there are as many as 50 homeless persons in Orange County at <br /> any given time. The local community action agency, JOCCA, has indicated that there <br /> are as many as 100 homeless persons in Orange County at any given time. <br /> 3. Please define the community/service area used in answering question 2 above. <br /> Orange County is the community service area which includes all incorporated <br /> towns within Orange County. <br /> 4. What programs and services are available to the homeless in your community <br /> (including those provided by government, private nonprofit agencies and other <br /> organizations)? <br /> The Inter-Faith Council provides the only overnight shelter for homeless persons <br /> in Orange County. However, many other agencies provide temporary assistance to <br /> persons needing clothing, money and short-term assistance. The Agencies include <br /> Orange Congregations in Mission, Joint Orange Chatham Community Action Agency and <br /> the local Department of Social Services. Many other churches and small community <br /> services groups also provide meals at various holidays during the year. <br /> ESGP #102 (Revised 3/90) <br />
