C. 27278 <br /> Dear Mr. Collins, <br /> Please let me congratulate you for your presentation on the Watershed. <br /> It clearly explained the "Work Group's" recommend.-=+.tions and your added <br /> sliding scale impervious surface specifications. As a landowner in <br /> Bingham Township an3 as one of the heirs and the responsible party for <br /> an estate's property in the Chapel Hill. Township, I feel that the pro- <br /> - petty owners in- the watershed have been imposed on unfairly.. I have <br /> been advised by some real estate people that the refusal to approve <br /> developments and the change in density requirements have devalued pro- <br /> perty by atleast thirty percent in_the last four years (not taking into <br /> accountfor atleast another fifteen percenti4044 ) <br /> I feel that there are some ways to protect the water quality and not <br /> penalize the property owners as much. Please consider the following. <br /> # 1 - Establish a reasonable setback from any tributary going to <br /> University Lake. <br /> # 2 - Have this setback em planted in trees which gives the <br /> greatest protection from run off. contamination. <br /> # 3 - Extend water and sewer service into the watershed so as to <br /> eliminate this source of contamination. <br /> # 4 - Build detention ponds that take care of a7,1 run off from <br /> the impervious surfaces. This would elir a.'l phis source of <br /> contamination. There seems to be great concern as to how <br /> these would be maintained. If OWASA extends the water and <br /> sewer into the arealthen I think the property owners through <br /> a special tax that goes into a trust fund for- upkeep would <br /> be fair. If OWASA doesn't extend its service, I think OWASA <br /> should assume this cost. <br /> # 5 -If the above is followed two acre lots could be developed in <br /> the watershed with no-r deterioration to the quality of the - <br /> water. <br /> All I want is to be treated fairly and I feel OWASA with the support of <br /> Chapel Hill is restticting the use of our property in excess of what is <br /> reasonable and necessary and have refused to look at ways to reduce the <br /> impact of the proposed limitations. <br /> Please give this your consideration and make the points known to the <br /> commissioners as coming from a concerned property owner <br /> R�atSincerel joye„ <br /> Y <br /> Strowd <br /> Route # 2 Box 197 H <br /> Davidson, N.
