C. Scrap Tire Disposal Act of Senate Bill 111 which <br /> allows the imposition of fees not to exceed the costs <br /> of disposal of scrap tires. The charging of a scrap <br /> tire tipping fee is an equitable method of recovering <br /> the costs of the Orange Regional Landfill being <br /> designated as the Orange County scrap tire collection <br /> center per Senate Bill 111. <br /> The proposed fee is based on cost received via <br /> informal bid with an estimated overhead for <br /> administrative/maintenance functions. The current fee <br /> received for tire disposal ($17 per ton) does not <br /> recover the additional costs resulting from landfill <br /> compliance with the new North Carolina Scrap Tire <br /> Disposal Act. The basis for the $1 per tire fee is a <br /> bid price of $.79 per tire to load and haul the tires <br /> and estimated $.21 per tire to cover construction of a <br /> tire loading dock, administrative costs, and to pay <br /> for tires that enter the landfill in mixed loads <br /> (dumpsters, etc. ) that can not be identified at the <br /> scales and for which fees are not received. <br /> A per capita distribution to the County from a newly <br /> imposed one percent fee on all motor vehicle tires <br /> sold in the state will partially off-set our cost for <br />
