Orange County Zoning Ordinance. <br /> Waddell asked for a brief synopsis of Agenda Item <br /> 4e. <br /> Collins made the following presentation: <br /> This section takes the University Lake Watershed out <br /> of the Protected Watershed District and removes it <br /> from the Water Quality Critical Area. It creates a <br /> new overlay zoning district entitled University Lake <br /> Watershed District. It sets development standards <br /> for minimum lot size, recognizes existing lots of <br /> record, cluster development. It revises the Interim <br /> Development Standards to prohibit the extension of <br /> public water and sewer in the University Lake Water <br /> System except to address an emergency situation. <br /> That prohibition will be in effect at least until <br /> 1991 when the results of the study are presented. <br /> It also establishes impervious surface standards, <br /> establishes buffer zones along intermittent streams, <br /> the width of the buffers would be calculated using <br /> the recommended procedure contained in the CDM <br /> report. It contains general guidelines for the <br /> placement of streets, driveways and buildings within <br /> developments specifically restricting them from <br /> stream buffers, floodplains, wetlands, lands with <br /> slopes greater than 15% and natural areas as defined <br /> in the Inventory of Natural Areas and Wildlife <br /> Habitats of Orange County, N.C. <br /> It requires that single-family detached dwellings <br /> and duplexes and accessory structures located in the <br /> watershed be subject to site plan approval <br /> procedures. <br /> AMENDED MOTION: Jacobs moved to amend section B 1 of Commissioner <br /> Willhoit's recommendation to read as follows : <br /> Commit to public acquisition of land and/or <br /> development rights to reduce future pollutant <br /> loading potential. <br /> The amendment was accepted by the Best and Cantrell. <br /> VOTE: 8 in favor. <br /> 3 opposed (Lewis, Reid, Waddell) . <br /> I> AGENDA ITEM #4f.
