5 <br /> health emergency as determined by <br /> • the Orange County Health Department. <br /> b) By April 30, 1991, studies will be <br /> conducted to determine the <br /> advisability of making public water <br /> and sewer services available within <br /> the watershed. In addition, a pilot <br /> program for monitoring and <br /> inspecting alternative treatment and <br /> disposal systems as operated by the <br /> Orange County Health Department will <br /> be evaluated to determine the <br /> advisability of permitting such <br /> systems in the watershed. <br /> c) Following receipt and review of the <br /> above mentioned studies, a decision <br /> will be made regarding the use of <br /> alternative treatment and disposal <br /> systems and the availability of <br /> public water and sewer services in <br /> the watershed. <br /> The Planning Board, by a vote of 8 to 3, recommended <br /> approval of the amendments as proposed by the Planning <br /> Director with the following changes and additions : <br /> 40 1 . Revision of the sliding scale of impervious surface <br /> ratios to allow 4% coverage for seven-acre lots <br /> instead of six-acre lots as proposed by the <br /> Planning Director. <br /> 2 . Inclusion of a 0 . 62 runoff coefficient for gravel <br /> driveways; i.e. , 62% of a gravel driveway would be <br /> considered as impervious in calculating allowable <br /> impervious coverage. <br /> 3 . Permit an average lot size of five or more acres <br /> for any development, including cluster <br /> subdivisions, rather than relying on a minimum <br /> required lot size of five acres. For developments <br /> which provide up to five two-acre lots, permit lot <br /> size averaging as well. <br /> As part of the same action, the Planning Board approved <br /> a resolution urging implementation of the proposals of <br /> Commissioner Willhoit as outlined below: <br /> 1 . Committing to the public acquisition of land <br /> and/or the purchase of development rights to reduce <br /> future pollutant loading potential; <br /> • 2 . Providing tax incentives for "environmental <br />
