3 <br /> lot size requirement and a sliding scale of impervious <br /> surface ratios (4% for 6-acre lots to 15% for one-half <br /> acre lots) . <br /> OWASA endorsed the 13-point agreement, including lower <br /> impervious surface ratios of 4% for 5-acre lots, 6% for <br /> 2-acre lots, and 12% for 1-acre lots. The basis for <br /> OWASA's position is that the 13-point agreement will <br /> increase total impervious coverage in the watershed to <br /> 7 . 1% and predicted chlorophyll to 24.5 ug/1. Under the <br /> higher impervious surface standards recommended by the <br /> Planning Director, impervious coverage would be 7 .4% <br /> and predicted chlorophyll would be 26.2 ug/1. <br /> Information provided by OWASA at the public hearing <br /> indicated that higher impervious surface ratios could <br /> be permitted if the number of 2-acre lots which could <br /> be created was reduced from 5 to 2 . The same <br /> percentages of impervious coverage and predicted <br /> chlorophyll would result as predicted under the 13- <br /> point agreement. Subsequent to the public hearing, <br /> OWASA staff also suggested the possibility of applying <br /> the impervious surface ratios contained in the 13-point <br /> agreement to newly created lots and applying the County <br /> staff proposal to existing lots. <br /> CDM indicated that the margin of error in its <br /> predictions ranged from 10-15% . Using the higher <br /> percentage, the amount of impervious coverage resulting <br /> from its 5-acre, 4% scenario would be 7 .25% and <br /> predicted chlorophyll would be 25. 76 ug/1 . <br /> Dr. Alice Gordon recommended that consideration be <br /> given to the purchase of 800-900 acres of critical <br /> lands in the watershed. The purchase of such lands <br /> would offset the higher impervious surface standards <br /> recommended by the Planning Director, reducing the <br /> impervious coverage from 7 .4% to 7 . 1% . <br /> At a special meeting on March 28, 1990, the Planning <br /> Director recommended that the Planning Board approve <br /> the proposed amendments, including the following: <br /> 1 . Approval of Option #1 (five-acre zoning strategy) ; <br /> and <br /> 2. Approval of the sliding scale of impervious surface <br /> ratios, ranging from four percent (4%) for six-acre <br /> lots to fifteen percent ( 15%) for half-acre lots. <br /> In conjunction with the above, the Planning Director <br /> recommended that a study be undertaken to determine the <br /> actual amount of land which must be purchased (taken <br /> out of development) to reduce the projected impervious <br />
