The <br /> proposed amendment is being made to implement, in part, <br /> recommended strategies for the protection of University <br /> Lake Watershed. <br /> The proposal was presented at the February 28, 1990 <br /> public hearing. <br /> BACKGROUND: In 1988, the Orange Water and Sewer Authority <br /> commissioned a study to develop a range of options for <br /> protecting the University Lake watershed. The <br /> consulting firm of Camp, Dresser and McKee (CDM) , <br /> nationally recognized experts in watershed evaluation, <br /> completed the study in March, 1989 . <br /> Following the release of the Final Report, the <br /> governing boards of Orange County, Chapel Hill, and <br /> Carrboro adopted resolutions, requesting that the Joint <br /> Chatham-Orange Work Group review the study and provide <br /> recommended strategies for its implementation. <br /> In October, 1989, the Work Group completed a proposed <br /> 13-point agreement on University Lake watershed <br /> protection. <br /> To implement the recommended strategies for watershed <br /> protection, the Work Group directed staff to identify <br /> needed changes to the Orange County Comprehensive Plan. <br /> Only one change was found to be necessary - amend the <br />
