STATUS Cz ORANGE COUNTY Child Care 7 <br /> Day care availability is an important issue to the high percentage of working oor in the <br /> county. Although there is,no apparent shortage in child care in the county now, with about 500 <br /> families on Aid to Families with Dependent Children (AFDC),many of whom Welfare Reform in 1990, and with many of the working poor who could be eligible ifor child involved in <br /> under welfare reforms,an estimated 1000 new day care slots could be needed in the next year. Also <br /> state subsides, which include only minor contributions from the county and municipalities, are being <br /> cut in Orange County. State government has determined that other counties are not getting their fair <br /> share and funds formerly designated for-Orange County are being disbursed elsewhere in the state. <br /> Currently, churches have made little progress in developing additional child care, providing only five <br /> percent of the county's child care services, Businesses have had no involvement. <br /> STRATEGIES FOR CHANGE/IMPROVEMENT <br /> • Establish a comprehensive child care plan/network <br /> —Coordinate agencies and services <br /> —Coordinate transportation needs <br /> —Serve as a liaison with employers/government/churches and volunteers <br /> —Improve quality of child care <br /> -Provide better pay and benefits for child care providers <br /> -Attract better qualified child care providers <br /> --Develop child care for second shift workers <br /> —Could be supported by a child care foundation <br /> • Need for area churches to provide facilities,funds, and human resources for early childhood and <br /> extended-day (after school)services <br /> —Need for inter-denominational coordination of services,funds and human resources <br /> -Churches currently provide only five percent of the County's child care services <br /> • Need for UNC-CH to provide more leadership and resources in development of child care <br /> • Need for employers to subsidize child care <br /> • Establish preschool and child care centers in schools <br /> • Need for matching federal/state/local funds for child care for individuals in job training programs <br /> and those affected by Welfare reform <br /> • Need for more tax dollars for child care development <br /> —Establish service district taxes <br /> -Need for more non-categorized funds <br /> —Need for more scholarship and subsidy funding for child care and summer programs <br /> —Need more funds for Family Day Care Homes subsidies <br /> —Need for more Head Start funding revise eligibility requirements <br /> • Publicize 1990 tax reduction for child care for state employees <br />
