ADOPTED 6 <br /> 31290 <br /> PART FOUR - POLICY RECOMMENDATIONS <br /> 1 ) The Committee finds that the University Lake watershed <br /> portion of the current Rural Buffer has characteristics <br /> and growth management functions inherently different <br /> from the remainder of the Rural Buffer. The Committee <br /> therefore recommends that the University Lake watershed <br /> be exempted from consideration for the proposed "Rural <br /> Boundary" district, and that it be considered along with <br /> other water supply watersheds during a subsequent phase <br /> of the Rural Character Study. <br /> 2 ) The Committee further recommends that a program for the <br /> Purchase of Development Rights be set up for use by both <br /> the Towns and County. One recommended use of such a <br /> system would be in water supply watersheds, to allow the <br /> users of water supplies to compensate property owners in <br /> the watershed for any loss of development rights or <br /> value from more restrictive standards than those being <br /> proposed here. Such a system could also be an effective <br /> means of protecting sites listed on the Inventory of <br /> Natural Areas and Wildlife Habitats of Orange County. <br /> 3) The Committee endorses an expedited planning review <br /> process for "Minor Subdivisions" . For the purposes of <br /> this document, "Minor Subdivisions" shall be construed <br /> to mean: <br /> a) the subdivision of land into not more than four (4) <br /> single family building lots; <br /> OR <br /> b) the subdivision of land into single-family building <br /> lots such that the average lot size of the <br /> subdivision is greater than 4 . 59 acres . <br /> 4) The Committee recommends that a system of incentives <br /> for larger lot developments, as outlined in Option B, <br /> should include private roads and an expedited planning <br /> review process . <br /> 5) The Committee finds that growth management concerns <br /> over the extension of water and sewer would be addressed <br /> through the proposed density rates permitted within the <br /> district. In this way, the Rural Boundary plan would <br /> drive water and sewer extension, and not vice versa. <br /> 6) Uses (such as churches and schools) that are currently <br /> permitted in the Rural Buffer zoning district would <br /> continue to be permitted in the Rural Boundary district. <br /> rb312fin.doc\31290pds <br /> 4 <br />
