r 5 <br /> A RESOLUTION from the Orange County Commissioners to the <br /> North Carolina Division of Environmental Management regarding <br /> the relocation of the point of discharge from the waste <br /> treatment facility serving Carden's Mobile Home Park. <br /> WHEREAS: A substandard waste treatment facility serving <br /> Carden's Mobile Home Park has been discharging <br /> untreated sewage to a roadside storm drainage ditch <br /> on Hwy 70 for nearly twenty years; and <br /> WHEREAS: Said untreated sewage has been flowing across and <br /> ponding on the property of one Talmage Stephenson <br /> for nearly twenty years; and <br /> WHEREAS: Mr. Stephenson and other area residents have been <br /> attempting without success to have said untreated <br /> sewage flow abated or diverted for nearly twenty <br /> years; and <br /> WHEREAS: The division of Environmental Management has <br /> scheduled a public hearing for the purpose of <br /> receiving public comment on a Special Order by <br /> Consent (SOC) under which a new waste treatment <br /> facility at Carden's Mobile Home Park will operate <br /> and discharge; <br /> Be it resolved that the Board of County Commissioners most <br /> urgently request that the Division of Environment Management <br /> direct Carden 's Mobile Home Park to cease discharging waste <br /> treatment effluent to its present point of discharge and to <br /> pipe the waste treatment effluent along the Hwy 70 right-of- <br /> way to Stoney Creek or to stop discharging effluent and <br /> install a non-discharging system. <br /> Adopted This day of 1990. <br /> Moses Carey, Jr. Chairman <br /> Orange County Board of Commissioners <br /> ATTEST: <br /> Beverly Blythe, Clerk <br />
